The gateway district of Quan Ba ​​Stone Plateau has 19 ethnic groups living together; of which, ethnic minorities account for nearly 95%, people mainly live on agricultural and forestry production, so the rate of poor and near-poor households is high. To reduce poverty sustainably, the district has implemented a number of models and methods that have brought about practical results and have the potential to be replicated, such as: The model of "Supporting livelihood diversification, adapting to climate change", instead of focusing on a few traditional crops or livestock, this model encourages people to diversify production activities, combining cultivation, animal husbandry, developing secondary industries such as agricultural processing, handicrafts, and small services. Through implementation, it has brought about positive results, helping people have many different sources of income, minimizing risks when a field encounters difficulties. Or the model of "Linking production according to value chain" with some local agricultural products such as Cucumber, Tomato, Peanut in Quyet Tien, Tung Vai, Nghia Thuan communes... including supporting the establishment of production teams and groups; providing market information; technical support and product quality management; connecting with agricultural product buyers and processors. Thereby, ensuring stable output for people's products at reasonable prices, enhancing product value and increasing sustainable income.

Ms. Chao Thi Lien, Quyet Tien commune (Quan Ba) said: Implementing production linkages, switching from traditional crop varieties to specialized vegetable and color cultivation such as tomatoes and cucumbers has brought income many times higher than growing rice and corn. In particular, thanks to the production linkage chain, there are businesses supporting seeds, techniques and purchasing products at stable prices, so we are very secure, no longer worried about the output of agricultural products. Thereby, many households have risen up to escape poverty sustainably and gradually become rich on their homeland.

In Meo Vac district, the district focuses on shifting the production structure and labor proportion in industries, effectively restructuring agriculture and rural areas, reorganizing production, developing cooperatives and cooperatives providing agricultural technical services to support poor, near-poor and newly escaped-poverty households to develop sustainable production according to the commodity value chain. In particular, the district converted 175.5 hectares of ineffective corn land to grow crops with higher economic value such as sweet potatoes, Polygonum multiflorum, pears... for income 2 - 3.7 times higher than growing corn. In the period of 2021 - 2025, the district implemented 99 models and projects to support the development of community production, with 2,063 households participating. The models focus on exploiting local strengths such as: Raising large livestock, producing and processing tea, fruit trees, medicinal herbs... bringing stable income to people. In the period of 2021-2025, the multidimensional poverty rate in the district will decrease by 9.37% (from 64.07% in 2021 to 44.7% at the end of 2024), an average decrease of 6.37%/year.

Ms. Sung Thi Sua, Can Chu Phin commune (Meo Vac) shared: “My family is a poor household. In 2021, the local government supported breeding cows and black pigs and provided guidance on livestock farming techniques and disease prevention and control. The family repaired the barns and took good care of the animals, so they grew and developed well. Every few months, we could sell a batch of pigs for meat, bringing in a good income. After 3 years, my family escaped poverty. I am very grateful for the support from the authorities at all levels.”

To support people in sustainable poverty reduction, the province has implemented synchronous solutions such as: Support in capital and credit, through preferential loan programs for people to have capital to invest in production; support in technology and training, from training courses, transferring science and technology in cultivation, animal husbandry, and agricultural processing; vocational training programs, helping people have skills to find jobs or create jobs for themselves; support in housing, eliminating temporary houses, dilapidated houses to ensure living conditions for the poor. Support production development, create livelihoods for people through projects to support crops and livestock suitable to the local climate, soil and farming conditions of the people. Focus resources on building infrastructure such as upgrading roads, schools, medical stations, electricity systems, clean water in remote, isolated, and especially difficult areas...

As a result, the multidimensional poverty rate of the whole province decreased from 55.12% (in 2022) to 36.35% (by the end of 2024), a decrease of 18.77%, equivalent to 33,876 multidimensional poor households. Of which, the multidimensional poverty rate of ethnic minorities decreased from 63.31% to 40.70%, a decrease of 22.61%, equivalent to 32,846 poor households.

With the support of all levels and sectors through livelihood support and the replication of effective poverty reduction models, the poor and near-poor have been able to escape poverty sustainably, stabilize their lives, and contribute to the development of increasingly developed localities.
