With the attention and investment of the Party and State, the decisive direction and management of the local government, and the efforts of the people, the appearance of rural mountainous areas in Tra Bong district, Quang Ngai province has undergone positive changes in recent years. Many economic development models have been implemented, gradually helping ethnic minority people to overcome poverty and rise to prosperity. From the capital of ethnic minority programs and policies, including the National Target Program 1719, Cao Bang province has mobilized the entire political system and the active participation of the people to focus on investing in and developing rural transportation. As a result, the appearance of the province's rural areas has changed significantly, contributing to promoting socio-economic development and improving the material and spiritual lives of the people in ethnic minority areas. On the evening of December 7th, at the Government Headquarters, Prime Minister Pham Minh Chinh met with the Heads of Vietnamese representative agencies abroad before they departed to take up their duties. Also attending were Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son. With the desire to introduce the distinctive flavor of Arabica coffee from Lac Duong district, Lam Dong province to more people, and to create an environment to help local farmers sustainably develop this crop, for nearly four years, Mr. Lieng Jrang Ha Hoang, a Co Ho ethnic minority from Da Nghit village, Lat commune, Lac Duong district, has devoted his efforts to successfully building and developing the Chu Mui clean coffee brand. Weaving sedge grass is a long-standing and famous traditional craft of the people in the border town of Ba Chuc, Tri Ton district, An Giang province. Besides contributing to increasing people's income, the craft of weaving sedge grass also creates a unique cultural beauty of Ba Chúc. From the capital of ethnic minority programs and policies, including the National Target Program 1719, Cao Bằng province has mobilized the entire political system and the active participation of the people to focus on investing in and developing rural transportation. As a result, the rural landscape of the province has changed significantly, contributing to promoting socio-economic development and improving the material and spiritual lives of the people in ethnic minority areas. Hoa Binh Lake, with its vast water surface area and abundant aquaculture potential, has become a sustainable source of livelihood for thousands of people in Hoa Binh province. Cage fish farming on the lake not only helps people escape poverty but also creates momentum for economic development, contributing to building stable lives and increasing the economic value of the locality. (Summary of the Ethnic Minorities and Development Newspaper.) This morning's news bulletin, December 7th, includes the following noteworthy information: Bringing vocational education policies to mountainous laborers; Yen Bai's position on the Vietnamese tourism map; The person who "ignites" the Then dances; and other current events in ethnic minority and mountainous regions. To support people and businesses in restoring production and stabilizing their lives after Typhoon Yagi (Typhoon No. 3), the Quang Ninh Provincial People's Council has issued policies and measures to support people and businesses in overcoming damage, stabilizing their lives, and restoring production and business activities. However, after three months, the disbursement of the 1,180 billion VND support package for post-Typhoon No. 3 recovery in Quang Ninh has only reached 13%. Agricultural and livestock production along the value chain is a sustainable direction, helping to improve efficiency and increase income for people in ethnic minority and mountainous areas of Tuyen Quang province. This is a prerequisite to ensure that stakeholders in the value chain share benefits, responsibilities, and invest effectively. On December 7th, a career guidance and entrepreneurship counseling day was held in Cao Bang city for over 500 12th-grade students from schools such as Be Van Dan High School, and the Vocational Education and Continuing Education Centers of Thach An, Ha Quang, and Nguyen Binh districts. Following the sports activities within the framework of the "Intoxicated by Winter" Festival in Bac Ha, on December 7th, the People's Committee of Bac Ha district (Lao Cai) organized the 3rd Northwest Mountain Marathon in 2024. Poverty alleviation models

A typical example is the value chain-linked cattle farming model implemented in Tra Tan and Tra Giang communes for 39 poor and near-poor households. Each household received 3 cows, and this model has proven effective in terms of productivity and quality, becoming a poverty reduction livelihood for the people. Here, the households jointly built a long, multi-compartment barn, with each household housing a cow in a separate compartment, and together they care for a herd of 15-20 cows. The households in the group take turns caring for and grazing the herd.

Similarly, in Son Tra commune, using funds from national target programs, in 2023 the commune implemented a community-based cattle farming project for 14 household groups (with 79 households participating in raising 227 breeding cows).

According to Mr. Ho Van Dieu, Head of Ha village, Son Tra commune, and head of community group 2 in Ha village: Each village has 2-3 groups of households (5-6 households in total), and each day 2 households are responsible for grazing and feeding the cows.

“The community cattle farming project has helped reduce free-range grazing, and people know how to take better care of their herds. Profits from the cattle will be used to provide revolving capital for households wanting to participate in the model to borrow money to buy cattle and raise them together, expanding the group of households to develop the economy together,” said Mr. Ho Van Dieu.

Huyện Trà Bồng đã triển khai dự án Hỗ trợ phát triển sản xuất liên kết cây quế với tổng kinh phí trên 9,5 tỷ đồng. Tham gia Dự án có 192 hộ nghèo, cận nghèo.
Tra Bong District has implemented a project to support the development of cinnamon production linkages with a total budget of over 9.5 billion VND. 192 poor and near-poor households are participating in the project.

As for Ms. Ho Thi Nga, a Cor woman from Tra Tay commune, with the support she received, she boldly planted nearly 60,000 cinnamon and acacia trees, utilizing the hillside garden area to raise chickens and hybrid wild pigs. Thanks to this, her family has achieved a stable income. The cinnamon trees alone bring her family an income of approximately 80 million VND per year, along with additional income from livestock farming. Not only successful in developing her family's economy, Ms. Nga also takes the lead in all local activities and enthusiastically provides capital and technical assistance to other Cor women in the area.

For example, the family of Mr. Ho Van Lach, in Trung village, Tra Son commune, received support in early 2023 with two breeding cows and training on how to build barns and grow grass for cattle. By the end of 2023, he and his wife had stable jobs and were able to escape poverty.

The signals

Currently, Tra Bong district has implemented a project to support the development of linked cinnamon production on 260 hectares with a total budget of over 9.5 billion VND for 192 poor and near-poor households in four communes: Tra Lam, Tra Son, Tra Thuy, and Tra Hiep. The project aims to develop cinnamon cultivation with high-quality and economically valuable products, build the "Tra Bong Cinnamon" brand, and help ethnic minority communities change their mindset and practices in developing their household economies. Simultaneously, the district organizes numerous training courses for poor households and ethnic minority communities, guiding them on farming and livestock raising techniques to improve production efficiency and escape poverty.

Mr. Tran Van Suong, Vice Chairman of the People's Committee of Tra Bong District, said: "In the past period, the district has conducted practical surveys on poverty reduction in 16 communes, understanding the specific needs of each village and household to guide poverty reduction efforts. Tra Bong District has been actively implementing many specific solutions, maximizing resources from national target programs and internal resources to achieve sustainable poverty reduction. At the same time, we continue to mobilize resources to implement economic models suitable to local conditions, helping people increase their income and aiming for sustainable poverty reduction..."

Over the past period, the Party committees and authorities at all levels in Tra Bong district have made many efforts in poverty reduction through various economic development models for ethnic minority communities. By the end of 2023, the poverty rate in the entire district had decreased to just over 29%. In 2024, the district set a target of reducing the number of poor households by 10%, equivalent to 1,510 households escaping poverty. Tra Bong is striving to essentially escape the status of a poor district by the end of 2025.
