(Dan Tri) - One of the important new points in the draft Law on Teachers is to give the education sector the initiative in recruiting and using teachers.
The Ministry of Education and Training (MOET) has just announced the draft Law on Teachers, which was submitted to the National Assembly for its first comments at the 8th Session.
A notable new point in this draft is the content of teacher recruitment.
Accordingly, the authority to recruit teachers in public educational institutions is chaired by the educational management agency or delegated to the educational institution.
For educational institutions granted autonomy, the principal is responsible for recruitment.
For non-public educational institutions, recruitment is conducted by the school according to the school's regulations on organization and operation.
Similarly, regarding the mobilization, arrangement and appointment of teachers, the draft Law stipulates that educational management agencies shall take the lead in advising, deciding or recognizing according to assigned authority.
Currently, public teacher recruitment is carried out like general civil servant recruitment, by the Department of Home Affairs and the People's Committees at district/provincial levels.
The draft Law also stipulates that the method of recruiting teachers can be one of two forms: selection or examination, but pedagogical practice is required.
The Ministry explained that this requirement will help increase the professional quality of those recruited as teachers, and select the right people for the profession.
Still related to the content of teacher recruitment, the Law stipulates the subjects that are given special privileges and priorities.
The first priority group of special subjects is talented teachers including: highly qualified people, excellent graduates, young scientists, people with special talents in the fields of culture, arts, sports, and traditional professions suitable for the teaching profession.
The second group is volunteers working in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio-economic conditions, pedagogical graduates recruited or ordered between localities and training institutions.
The third group is teachers who have had a labor contract in an educational institution for 2 years or more.
The Draft Law on Teachers also clearly stipulates those who are not allowed to register for recruitment as teachers. This number includes those who have a criminal record or are being prosecuted for crimes against national security, crimes against human life, health, dignity, and honor.
Regarding the recruitment of foreign teachers, the Government shall specify in detail the conditions, processes, procedures, priority subjects, forms and contents of the recruitment examination and selection.
