In the midst of the days of arranging the local government apparatus according to the 2-level model, we took a trip after nearly 3 hours on the Hanoi-Lao Cai highway to Luc Yen - a mountainous district of the old Yen Bai province, now part of the new Lao Cai province to record policy credit activities.
This place is home to more than 80% ethnic minorities and 3/4 of the villages are located in remote, isolated and extremely disadvantaged areas, which has become a major challenge for the poverty reduction effort. However, it is also from these difficulties that it has clearly demonstrated the efforts and efforts of those who have worked on policy credit continuously for the past 22 years until today when the country is entering into major changes.
According to the Director of the Luc Yen Social Policy Bank Transaction Office, Duong Quoc Tuan: In recent times, policy credit capital has affirmed its important role in the process of socio -economic development and sustainable poverty reduction of the locality. That is demonstrated by the preferential credit capital flow of the State that is always cleared and flows regularly to the villages and hamlets to the right beneficiaries.
According to the summary data of the first 6 months of the year of the Transaction Office of the Social Policy Bank of Luc Yen district (old): by June 30, the total outstanding debt reached more than 883 billion VND, an increase of more than 40 billion VND compared to the beginning of the year, of which the outstanding debt from the local budget was 23 billion VND, with more than 30 thousand poor households and ethnic minority families having the opportunity to access preferential capital to proactively enter the production and business season, develop the economy, escape poverty, and become rich legitimately.
Immediately after July 1, the 2-level local government model officially came into operation, abolishing the district level and merging the commune level, leaving Luc Yen district with 6 communes. Under the direction of the General Director of the Social Policy Bank, the Lao Cai Provincial Social Policy Bank branch and the Luc Yen Social Policy Bank Transaction Office continue to maintain the same operating network as before.
Accordingly, the Transaction Office will implement policy credit work in 6 new communes and continue to maintain 24 stable transaction points at 24 former commune People's Committee headquarters or at cultural houses, community activity houses in villages and residential groups to ensure uninterrupted policy credit transfer.
“Although the administrative boundaries have changed, the principle of serving the people remains unchanged. Our transactions since the beginning of July have been organized on schedule, capital has been delivered to the place; ensuring that the people’s rights are not disrupted,” Mr. Duong Quoc Tuan affirmed.

At the same time, the unit also maintains the operation of 341 Savings and Loan Groups; the address information of the people is also automatically updated by the bank according to the new commune area, the people do not need to re-declare or perform any additional procedures.
Right in the first days after the merger, the Transaction Office organized a conference to sign the Contract of entrustment for socio-political organizations to receive entrustment in the new commune on social policy credit activities, training for union officials, ensuring that the local team has a firm grasp of the professional and policy credit procedures. Thereby, helping people access policy capital in the most convenient way to develop the economy and improve their lives.
The atmosphere of the transaction session at the transaction point located at the headquarters of the People's Committee of Tan Linh commune is still bustling. This is one of the 6 newly established communes after the merger of 5 communes Minh Chuan, Tan Lap, Phan Thach, Khai Trung and Tan Linh, and is also home to many Tay, Dao and Mong ethnic groups. At the transaction point, officers and employees of the Luc Yen Social Policy Bank transaction office are busy supporting people coming to make transactions since the merger and the 2-level local government came into operation. The unit posts information on policy credit programs, publicizes interest rates, outstanding debts, as well as addresses, hotline numbers, and procedures for handling work fully, promptly and in accordance with regulations.

In addition, under the guidance of the staff of the Social Policy Bank at the transaction point, activities such as disbursement, debt collection, interest collection, receiving savings deposits from members and residents, paying commission fees to the Management Board of Savings and Loan Groups... take place safely and effectively, bringing satisfaction to customers.
In addition, the People's Committee of Tan Linh commune also created favorable conditions in terms of facilities and assigned the police to be present at the transaction point to ensure that all activities take place safely and effectively from the first day of the transaction.
According to Vice Chairman of Tan Linh Commune People's Committee Trieu Van Huan, at the local transaction point, socio-political organizations receiving entrustment continued to well implement the contents of the entrustment contract signed with the bank; savings and loan groups promoted their sense of responsibility, meeting the requirements of tasks in the new situation.
Up to now, the Luc Yen Social Policy Bank Transaction Office has organized dozens of transaction sessions after the merger, all of which are organized in accordance with regulations. Thanks to that, most of the poor and policy beneficiaries who have needs and meet the conditions continue to receive preferential loans conveniently, without "missing the beat" with the credit policies of the Party and the State.
In the context that the province is perfecting its apparatus and the Social Policy Bank system is actively implementing a plan to reorganize its operations, maintaining stable policy credit is not only a matter of professional matters, but also a great responsibility of those working in policy credit in accompanying the poor and policy beneficiaries in creating livelihoods, realizing the aspiration to escape poverty sustainably, and building a new life of abundance and prosperity.
