After nearly 4 months of operating the 2-level local government model, 6 special communes are finding ways to grow, adapt and develop according to their own strengths. Maintaining the status quo is not to stand still but to create a foundation for a stronger transformation.

Determine the itinerary

In the past August, in the localities, on the bright red background, the words "The 1st Commune Party Congress, term 2025 - 2030" stood out. The picture of the 6 special communes after the merger appeared clearly: Although somewhat isolated in terms of location, the new development path, steady from the core, was clear.

Every commune has its own advantages and advantages for development. And certainly, the locality will develop if it knows how to combine the existing "heavenly time, favorable terrain" closely with "human harmony". In the political report, each commune clearly stated specific goals for the period 2025 - 2030, receiving many enthusiastic contributions from cadres and party members. Ms. Nguyen Thi Thuy Trang - Head of the Economic - Social Department of My Hoa Hung commune affirmed: "The commune has the potential to become a typical example of integrated cultural, ecological and community tourism. To develop sustainably, we must start with awareness: Zero-waste tourism, green tourism".

Meanwhile, Binh Giang commune chose the direction of "Taking agricultural development as the core and pillar of the economy ; developing processing industry as the driving force; developing sustainable aquaculture as a breakthrough to improve the efficiency, competitiveness and sustainability of the local economy"; determined to become a group 2 commune by 2030. Binh Son commune aims to become a high-tech agricultural production area, increasing the value of agricultural, forestry and fishery products; maintaining the commune meeting new rural standards.

3 island communes focus on “strong sea”: Tien Hai promotes community tourism, local cuisine and culture, focusing on people. Son Hai focuses on applying technology, digital transformation, striving to become a model new rural commune. Hon Nghe aims to develop sea and island tourism associated with protecting sovereignty , national defense and security in the direction of both livelihood and responsibility.

Overcoming obstacles

However, to reach the finish line, each locality must successfully "overcome obstacles". Above all, it is to consolidate human resources. According to our records, although the administrative unit has not changed, the political system of the communes has changed more than 80% to suit the new model. Secretary of the Binh Son Commune Party Committee Do Hoai Thanh analyzed that in terms of human factors, the quantity and volume of work is greater, the authority has increased, the process is new and more procedures have to be resolved. Meanwhile, cadres and civil servants are still confused in the initial stage due to changes in the coordination mechanism, the division of responsibilities between the commune and the province according to the new model, which somewhat affects the progress, quality and results of task implementation.

“The facilities are not yet guaranteed due to the requisition of the old office building. Currently, the Economic Department and the Social and Cultural Department have to temporarily co-locate with the Commune Public Administration Service Center; there is a lack of working equipment, some old equipment and machinery; there is a lack of accommodation for staff away from home, and a collective kitchen. The funding source is allocated based on the merged commune and the remaining commune, so it does not meet the development requirements of the commune, especially the funding source for public services such as education, health care, transportation…”, said Mr. Do Hoai Thanh.

Most of the leaders of the island communes came from the mainland to the island to take up their duties. Since July 2025, 11 officials have been transferred to Hon Nghe island commune. Implementing the 2-level local government model, the whole commune needs 57 positions for both the Party and the government, but currently there are only 27 personnel, which is a shortage of more than 50% according to the establishment. "Everyone is trying their best to complete the assigned workload. We hope that the province will have a mechanism to allow the locality to recruit local human resources, those who are qualified and capable of working. Only then can we solve the long-term personnel problem, meeting the requirements of the tasks in the new situation," Mr. Ta Minh Tai - Secretary of the Party Committee of Hon Nghe commune proposed.

With limited geographical location, the local socio-economic development will face many difficulties, so the communes hope that the province will soon plan and invest in building new offices; public housing options; increase investment in infrastructure and rural transportation to serve the development of high-tech agriculture... In particular, pay attention to supporting the locality in finding capable investors, especially in the tourism sector.

In the immediate future, localities should promote the spirit of self-reliance, overcome all difficulties to carry out tasks, mobilize social resources and resources from the people to invest in infrastructure to serve the task of commune development; along with taking advantage of the leadership and assistance of the Provincial Party Committee, the Provincial People's Committee, and the support of provincial departments and branches to promptly remove difficulties, obstacles and shortcomings.

Change your mindset

Visiting My Hoa Hung in August 2025, comrade Tran Thi Thanh Huong - Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial Vietnam Fatherland Front Committee expected: "My Hoa Hung is one of the few localities that does not have to carry out administrative boundary arrangement. This can be considered an advantage for the commune leaders and the people to look back at what we have done in the past time, what needs to be overcome to have a stronger, more drastic breakthrough, to develop worthy of the homeland of beloved President Ton Duc Thang".

At the first Party Congress of the communes, outlining the directions, tasks and solutions for the next 5-year term, the members of the Standing Committee and the Provincial Party Executive Committee all emphasized that each commune needs to fully understand its position, role, potential and opportunities in the context of the province and the region expanding its development space, thereby renewing its thinking, broadening its vision, clearly defining key and breakthrough tasks for the commune to develop to its full potential. There is no common formula for all localities, but the prerequisite is to respect reality, develop based on specific characteristics, and connect regions to overcome limitations. For the 6 communes that remain the same, administrative reform and digital transformation need to be given top priority.

4 months is not long, it is too early to assess how these 6 communes can develop in the context of the general development of 102 communes, wards and special zones in the province. However, "not merging" does not mean "standing still" or "standing outside". Keeping it the same is to preserve, to cultivate, to have a sustainable foothold for the new development journey. If they know how to connect, these 6 communes will no longer be "alone in a corner of the sky" but will become important links in the regional development network, contributing to creating a new look for An Giang in the transition period.
