Leaders of the Long An Provincial People's Committee held a dialogue with businesses to understand their difficulties and develop solutions to support them.

In the context of the province's economy continuing to face many difficulties and challenges due to the combined impact of both external factors and internal limitations, the province has recently issued many decisive directives, working together with the people and the business community to overcome limitations; transforming difficulties into motivation to achieve socio-economic development goals.

Investment promotion, attraction, and support efforts continue to be implemented vigorously, yielding positive results. Many large projects have been launched, such as Pepsi, Thai Tuan, Aeon, etc.

Besides the positive aspects, statistics show that the number of businesses dissolving or temporarily suspending operations in the area remains relatively high. This indicates that businesses are still facing many difficulties and challenges. Some businesses encounter obstacles in the areas of land and construction.

According to a representative of Hai Son Co., Ltd. (Duc Hoa district), the investment and operation process has always received timely support from leaders at all levels. However, the company still faces certain difficulties, mainly related to the assessment of infrastructure unit prices and land prices to fulfill financial obligations; some land-related procedures requiring consultation with relevant departments are often very slow, so they hope for faster processing;...

In addition, some businesses are facing difficulties in recruiting high-quality labor and human resources to support their production and business operations.

Erng Sow Ngoh, representing Chutex International Co., Ltd. (Duc Hoa district), requested that relevant provincial agencies and departments implement policies and solutions to support the recruitment of labor resources in the area. Recently, there has been a high rate of employee resignations, making recruitment difficult and negatively impacting production and business operations.

According to Cynthia Hsieh, CEO of Ching Luh Vietnam Footwear Co., Ltd. (Ben Luc district), businesses need the province's support, guidance, and a suitable labor training strategy to meet the increasing demands in the current and future periods.

On the other hand, businesses can also collaborate and provide relevant training programs to meet labor and human resource needs; we hope that all levels of government will pay attention, support, and cooperate in implementing this for the common goal of development.

According to Thang Loi Real Estate Group Joint Stock Company, which is implementing many projects in Long An, some projects are currently undergoing procedures to calculate land use fees and determine financial obligations. Specifically, the project to build technical infrastructure for a low-income housing area in Duc Lap Thuong commune, Duc Hoa district, received a land allocation decision for the second phase in July 2022; however, after more than two years, the competent authority has still not notified the amount of land use fees to be paid.

The delay in determining the project's financial obligations has significantly impacted the progress of subdividing land titles and transferring ownership to customers, leading to complaints and grievances from customer groups. Therefore, the company hopes that the Provincial People's Committee will direct the relevant authorities to promptly develop a solution so that the company can quickly fulfill its financial obligations as required.

Working together to overcome difficulties

With the view that the difficulties of businesses are also the difficulties of the province, the province always listens to and supports the business community in overcoming difficulties and obstacles.

Over the past period, the province has implemented numerous mechanisms and policies to improve the investment environment and support businesses and investors. The provincial leadership has directed relevant departments, agencies, and localities to focus on closely coordinating efforts to resolve bottlenecks for businesses, creating a sense of security in their production and business activities.

The province is focused on training and improving the quality of human resources to meet the labor needs of businesses.

Regarding issues related to land, valuation, financial obligations, etc., according to the Department of Natural Resources and Environment, the Department is currently focusing on reviewing, leading, and coordinating with relevant agencies and units to develop a specific plan and roadmap for the process of appraising financial obligations, and implementing bidding procedures to select land valuation units for each project in the province.

The approved plan will be publicly posted for businesses to monitor and understand. The Department will coordinate the review of relevant legal regulations and study the possibility of assigning businesses the responsibility of hiring a legally qualified valuation firm to carry out the valuation, then submitting the valuation certificate to the Provincial Valuation Council for re-evaluation, in order to expedite the implementation process;...

According to Nguyen Hong Mai, Director of the Department of Labor, War Invalids and Social Affairs: To support and facilitate workers in searching for information and jobs, the Provincial People's Committee has directed the Department of Labor, War Invalids and Social Affairs to coordinate with relevant departments, agencies, and units to compile and update weekly statistics on labor training needs and labor recruitment needs of businesses in the province on the province's electronic information portal and the Long An Digital application.

To support businesses in recruiting labor, the Department is implementing solutions to continue coordinating with relevant departments and agencies to compile and update the labor training needs and labor recruitment needs of businesses in the province on a weekly basis. This facilitates the search for recruitment information from businesses and the vocational training and job search of workers.

The Department directs the Long An Employment Service Center to organize job fairs, widely disseminate information about the recruitment needs of businesses to workers in the area; and encourages businesses to improve salaries and reasonable benefits such as bonuses, travel allowances, housing allowances, and other support, arrange transportation, etc., to retain workers and attract labor from neighboring provinces.

In particular, the Department focuses on effectively implementing the human resource training program to meet the needs of industrial and agricultural development in the province, in accordance with Resolution No. 12-NQ/TU, dated April 15, 2021, of the Provincial Party Committee, with the goal of building and developing the province's human resources, especially high-quality human resources.

This includes orienting training towards professions linked to the needs of businesses investing in high-tech fields such as energy, precision mechanics, electrical engineering, electronics, telecommunications, automation, etc. It also involves innovating and improving the quality of existing vocational education institutions and implementing collaborative training programs for professions that businesses need high-quality human resources for, which the province's schools are not yet able to train, especially professions in high-tech fields, semiconductor technology, etc.

Vice Chairman of the Provincial People's Committee, Huynh Van Son, emphasized that although the province has implemented many mechanisms and policies to improve the investment environment and support businesses, it has not been able to completely resolve all the difficulties faced by investors and businesses. The province is and will continue to vigorously and comprehensively implement plans and action programs for socio-economic development, and solutions to improve the investment environment in a decisive and unified manner across all aspects, with a focus on key areas.

At the same time, the province also hopes to continue receiving initiatives and suggestions from the business community that are appropriate to the province's practical situation at each stage, and to continue removing difficulties and obstacles so that businesses can invest effectively and develop sustainably together with Long An.

The Provincial People's Committee has assigned the Department of Planning and Investment to take the lead and coordinate with relevant units to continue reviewing, monitoring, and urging the resolution of requests and proposals from businesses that involve multiple sectors and levels. Relevant departments, sectors, and localities should actively cooperate with businesses to resolve difficulties and obstacles completely, creating favorable conditions for businesses to confidently operate their production and business activities.
