Positive results
Cam Lo commune is classified in group 2 according to the set of criteria for building new rural areas in the 2026-2030 period. Recognizing that building new rural areas is a continuous task with no end point, after the new government came into operation, the movement to build new rural areas continued to be promoted and has achieved many outstanding results.
To date, 31 out of 42 villages in the commune have met the standards for New Rural Development at various levels (including 17 villages at level 1, 12 villages at level 2, and 2 model villages), contributing to changing the appearance of the rural area towards a more modern and attractive direction.
Chairman of Cam Lo Commune People's Committee Nguyen Van An said: "The achievements are clear evidence of the unity, consensus, and high determination of the Party Committee, government, and people in effectively implementing the Party and State's guidelines and policies on the national target program for building new rural areas, creating a solid foundation for the locality to continue developing rapidly and sustainably in the next phase."

Also a locality in group 2, after a year of operating under the new government, building upon and developing the criteria for New Rural Development, Truong Ninh commune has now achieved several important criteria. According to Tran Quang Minh, Secretary of the Truong Ninh Commune Party Committee: According to the New Rural Development criteria for the 2026-2030 period, the commune has achieved 4 out of 10 criteria, including: Human resource training; poverty reduction and social security; political system and public administration; access to law; and security and national defense.
Regarding the indicators, the commune achieved 35 out of 47 targets. Many aspects of the local indicators have achieved positive results, such as: average per capita income reaching 62 million VND/person/year; the multidimensional poverty rate remaining at 3.89%; and the percentage of households using clean water and solid housing exceeding 90%. In production development, the commune maintains a rice cultivation area of approximately 4,000 hectares, with over 80% of the rice area having production linkages and product consumption guarantees. This is an important foundation for the locality to continue building the New Rural Development roadmap in the future.
There are still difficulties.
Although some progress has been made in building new rural areas, after reviewing the indicators and criteria according to the new set of criteria, Cam Lo commune has encountered many difficulties and obstacles in the implementation process. Mr. Nguyen Van An, Chairman of the People's Committee of Cam Lo commune, said: In order for the commune to have a basis to implement the plan on schedule and ensure the completion of the targets in a substantive manner, without chasing after quantitative achievements, the People's Committee of the commune hopes that provincial departments and agencies will soon issue the set of criteria for communes achieving new rural area standards for the period 2026-2030 applicable throughout the province. At the same time, they hope for the early issuance of detailed guidance documents for each criterion and indicator, especially the new criteria, such as: e-commerce, smart villages, data digitization...
Having a unified implementation framework will help localities avoid the risk of "doing it while waiting," thereby ensuring accuracy from the initial stages of documentation and infrastructure investment. Furthermore, Cam Lo is a commune in group 2, so the requirements for technical and social infrastructure are very high. To ensure the achievement of targets in a substantive and sustainable manner, the commune hopes the province will pay attention to and prioritize targeted funding to address key infrastructure bottlenecks.
For Bac Trach commune, one of the communes in group 3, the construction of new rural areas faces many difficulties due to a lack of specific guidance. This significantly affects the roadmap to achieving the new rural area status in the coming time. Mr. Tran Hai, Vice Chairman of the People's Committee of Bac Trach commune, said: Currently, the implementation of new rural area construction lacks detailed guidance for new criteria. For example, regarding the health criterion, the commune has not received specific guidance from the Ministry of Health on the standards for construction and operation of commune health stations according to the model of public service units, leading to the inability to evaluate and complete this criterion.
It can be said that the lack of relevant guidance documents for implementing the New Rural Development Criteria for the 2026-2030 period has caused many communes to be confused and face difficulties in planning and allocating resources for implementation according to the roadmap. Therefore, completing and issuing specific and synchronized guidelines to provide communes with a basis for implementation is essential, thereby contributing to ensuring progress and improving the quality of New Rural Development construction for localities in the coming period.
