Removing procedural barriers, paving the way for business innovation

DNVN - The overlapping, outdated and complicated administrative procedures are major obstacles for businesses in the process of implementing technological initiatives, innovation and product commercialization.

This was the content emphasized at the policy consultation session organized by the Ho Chi Minh City Center for the Fourth Industrial Revolution on May 12, aiming to concretize Resolution 57/NQ-TW of the Politburo and the city's action programs on science and technology, innovation and digital transformation.

At the event, Mr. Nguyen Huu Tuan - Deputy Director of Viettel Solutions (Ho Chi Minh City) frankly pointed out: private enterprises are the main driving force for economic growth, but new projects are often "stuck" because of complicated administrative procedures, wasting time and resources.

“Administrative procedure reform is not only necessary but also vital to support businesses in implementing technological initiatives,” Mr. Tuan emphasized.

Sharing this view, Ms. Truong Ly Hoang Phi - Chairman of Investment Business Partners (IBP), Vice Chairman of Ho Chi Minh City Young Entrepreneurs Association said that the regulations on high-tech incubators are currently outdated, leading to the situation that many incubation models do not meet standards, limiting the development of the innovation ecosystem.

According to Ms. Phi, there is still a lack of policies to encourage private investment in high technology, while strict regulations in high-tech zones and complicated administrative procedures are preventing small and medium-sized enterprises from accessing financial support. At the same time, the issue of intellectual property in transferring research from universities to the market has not been clearly resolved.

“These barriers not only slow down the commercialization process but also cause businesses to lose the opportunity to compete in the international market,” Ms. Phi said, and recommended loosening regulations in high-tech zones to encourage private investment, and create conditions for large enterprises to build innovation centers in suitable locations.

Representing the science and technology business community, Ms. Phan Thi My Yen - Permanent Vice President of the Vietnam Association of Science and Technology Enterprises (VST) proposed simplifying administrative procedures and perfecting intellectual property mechanisms to promote the transfer process from research to commercial products.

According to Ms. Yen, VST has repeatedly recommended that authorities remove policy barriers, especially procedures related to bidding, tax, finance, etc., to facilitate the development of science and technology enterprises.

At the meeting with Deputy Minister of Science and Technology Hoang Minh in 2024, the representative of VST proposed to issue a decree guiding the Law on Bidding with specific incentives for innovation activities; strengthen the capacity to monitor and organize the implementation of science and technology policies at the local level; and guide the effective implementation of Decree No. 13/2019/ND-CP on science and technology enterprises.

In addition, the association also recommended that the Ministry of Science and Technology propose to the Government to establish a special mechanism, considering investment in scientific research as a risky activity that needs to be sponsored by the State. At the same time, there should be a priority mechanism to shorten the time for granting intellectual property certificates to create conditions for businesses to commercialize products.

Regarding Decree No. 13/2019/ND-CP of the Government - considered a breakthrough in the policy of supporting science and technology enterprises, VST said that in actual implementation, the number of enterprises actually enjoying incentives is very low.

VST's survey results show that, out of 167 member enterprises, only 6 enterprises enjoy incentives under Decree 13, with a total incentive amount of 91 billion VND - a very modest number compared to expectations and potential.

VST and its member enterprises expect that the draft Law on Science, Technology and Innovation, which is being discussed by the National Assembly, will create a real turning point – especially in simplifying procedures, clarifying support criteria and increasing the role of the State in “ordering”. This will help enterprises feel secure in making long-term investments in technology and innovation, gradually building national competitiveness in the knowledge economy.
