Perspective: E10 isn't new, but this time enforcement is much stricter.

While previously the transition relied primarily on encouragement and a flexible roadmap, with E10, regulators are demonstrating a trend towards tightening market discipline and strengthening enforcement oversight at the retail level.

E10 bioethanol fuel is not actually a new concept in Vietnam. Previously, the market was introduced to E5 RON92 bioethanol fuel as part of a plan to partially replace traditional gasoline. However, the implementation process has seen uneven consumption across different localities, and at times, consumers still preferred gasoline due to apprehension or a lack of understanding about biofuels.

The key difference in the current phase is the more mandatory and synchronized approach. While previously the transition relied primarily on incentives and a flexible roadmap, with E10, the regulatory body is demonstrating a trend towards tightening market discipline and strengthening enforcement oversight at the retail level.

The Department of Domestic Market Management and Development recently issued document No. 1525/TTTN-NV dated May 19, 2026, to the Departments of Industry and Trade of provinces and cities regarding the monitoring and inspection of the implementation of E10 bioethanol.

Accordingly, the Department of Domestic Market Management and Development requests that the Departments of Industry and Trade in localities, from now until May 31, 2026, should intensify propaganda and raise awareness among petroleum businesses regarding compliance with the roadmap for transitioning to E10 gasoline; and at the same time, widely disseminate information about the safety and benefits of E10 bio-gasoline to create consensus among consumers in the area.

The requirement for local authorities to closely monitor everything from technical infrastructure to distribution activities, while assigning specific responsibilities to market management forces if delays or violations occur, shows that the direction goes beyond simply "recommending conversion" and moves towards "mandatory standardization at the appropriate time."

Another noteworthy point is that this rollout of E10 is taking place against the backdrop of improved domestic ethanol supply capacity compared to the previous period, along with deeper involvement of major businesses in blending and distribution. This helps reduce the risk of supply shortages – a factor that previously affected E5.

However, the challenge remains in consumer sentiment and the readiness of the retail system, especially in areas with fragmented fuel infrastructure. Therefore, this "tightening of enforcement" is not just administrative, but also a test of the synchronization capabilities of the entire biofuel supply chain, from ethanol production and blending to final distribution.
