Contribute to building a sustainable and prosperous Greater Mekong Subregion

Leading the Vietnamese high-ranking delegation to attend the conferences, Prime Minister Pham Minh Chinh delivered important speeches, summarizing lessons learned and pointing out appropriate directions for sub-regional cooperation mechanisms in the new development period.

Development towards innovation

The development journey of GMS over the past three decades has recorded the great contributions of the cooperation mechanism to the development of the Mekong sub-region, especially in building infrastructure for transport, energy, telecommunications, and improving industrial and agricultural production capacity.

With a deep awareness of the far-reaching and multi-dimensional impacts of the technological revolution, the 8th GMS Summit has the theme "Towards a better community through innovation-driven development".

At the conference, Prime Minister Pham Minh Chinh and heads of government/delegations of countries emphasized the need to strengthen cooperation to exploit the remarkable progress of science and technology to serve the green and digital transformation process in the Mekong sub-region. Accordingly, the leaders agreed to build the GMS Innovation System with three main pillars: digitalization, green transformation and connectivity.

According to Prime Minister Pham Minh Chinh, GMS needs to focus on developing new generation economic corridors, beyond the limits of traditional economic corridors.

On that basis, the Prime Minister proposed three main contents of the new generation economic corridor, including: corridor of technology and innovation ; corridor of economic growth; green, sustainable and inclusive corridor .

According to Prime Minister Pham Minh Chinh, Vietnam continues to closely cooperate with member countries and development partners to build an innovative, creative, dynamic, sustainable and prosperous Greater Mekong sub-region.

The success of this conference is clearly demonstrated by the GMS members' unanimous adoption of the Joint Statement and the Innovation Strategy for GMS Development to 2030. The conference also acknowledged 06 documents on climate and environment, digitalization, investment, gender equality, health, digitalization of trade documents to be implemented in the coming time.

Seamless connectivity for integration

At the 10th ACMECS Summit themed “Towards seamless connectivity for an integrated Mekong sub-region” , Prime Minister Pham Minh Chinh and heads of government/delegations of countries emphasized the important contributions of ACMECS cooperation in socio-economic development and improving the lives of people in the Mekong sub-region.

ACMECS also contributes significantly to narrowing the development gap and promoting connectivity within ASEAN, implementing the United Nations 2030 Agenda for Sustainable Development.

To effectively respond to challenges and seize new opportunities, the leaders agreed to persistently promote balanced, inclusive and sustainable development, strengthen cooperation with other Mekong sub-regional cooperation mechanisms, and jointly build an ACMECS Community of “Solidarity, Strength and Sustainability” .

At the conference, Prime Minister Pham Minh Chinh affirmed that Vietnam will continue to actively, proactively and creatively participate in the ACMECS development process, striving to build " a strong ACMECS for an ASEAN of solidarity, unity in diversity and equal development ".

Emphasizing that this is the time when ACMECS needs to define a new mission of working together to build a community of united, strong and sustainably developed Mekong countries, Prime Minister Pham Minh Chinh said that ACMECS cooperation in the coming period needs to converge on the spirit of "5 common " : common aspiration, common vision, common determination, common voice and common action.

With such a view, the Prime Minister proposed six contents for ACMECS cooperation to make a breakthrough in the coming period, including: thinking linked to action ; tradition linked to modernity ; rapid growth linked to sustainability ; national linked to the region and the world ; linking the government with the people and businesses ; linking development with maintaining stability and ensuring security.

The Vientiane Declaration was adopted by the leaders. The comments and proposals of Prime Minister Pham Minh Chinh were highly appreciated by the conference and reflected in the conference documents.

Promote friendship and solidarity

The 11th CLMV Summit acknowledged the remarkable achievements of the four countries after two decades of cooperation; rising to become dynamic, integrated economies, increasingly improving people's lives, thereby narrowing the development gap.

With the theme Promoting friendship and solidarity for a resilient and prosperous community , the conference sets out major orientations to promote the potential of members, seize opportunities from new development trends, become the leading attractive investment destination in the region and create a breakthrough for CLMV cooperation.

Commenting that the world is witnessing profound and epochal changes, opening up unprecedented development opportunities for the four countries, opportunities for the era of connectivity and innovation, Prime Minister Pham Minh Chinh emphasized that this is the golden time to create a breakthrough for CLMV cooperation to catch up, move forward and rise up.

To do this, CLMV countries need a new approach, based on promoting internal and external resources. With that spirit, the Prime Minister proposed the “3 together” motto for CLMV cooperation.

That is to jointly determine to build an increasingly effective and substantive CLMV cooperation mechanism; jointly coordinate to promote new areas of cooperation; jointly coordinate to mobilize the participation and contributions of the business community and development partners.

Prime Minister Pham Minh Chinh affirmed that Vietnam always attaches importance to CLMV cooperation and continues to contribute to further deepening the traditional friendship, friendly neighborliness and mutual benefit, so that the four countries can catch up, progress together and rise up in the new era of development.

The conference concluded with the leaders adopting a Joint Statement and witnessing the transfer of the CLMV Chairmanship between Myanmar and Vietnam.
