A. Congress theme: UNITY - DEMOCRACY - INNOVATION - DEVELOPMENT

B. Title of Political Report

Enhance the core political role of the Vietnam Fatherland Front ; promote the tradition and strength of great national unity; expand democracy; innovate and create; realize the aspiration to build Ninh Thuan homeland to be increasingly prosperous and happy.

C. Some key contents

I. General assessment of the implementation results of the 5 Action Programs of the Vietnam Fatherland Front in the province for the 2019 - 2024 term: (1) Improve the effectiveness of propaganda, mobilization, and gathering of people of all walks of life; consolidate and promote the strength of great national unity; build and protect the socialist Vietnamese Fatherland. (2) Mobilize people to compete in studying, working creatively, successfully implementing economic, cultural and social development goals, maintaining national defense and security. (3) Implement democracy, represent, protect the legitimate and legal rights and interests of the people; supervise and provide social criticism, participate in building a strong Party and government. (4) Expand and improve the effectiveness of people's foreign affairs activities, strengthen solidarity, friendship and international cooperation; (5) Strengthening the organization, innovating content and methods, improving the operational efficiency of the Vietnam Fatherland Front system, meeting the requirements of tasks in the new period.

During the term, the Vietnam Fatherland Front (VFF) at all levels has taken advantage of the leadership of the Party Committee, closely coordinated with the government and member organizations; enhanced the core political role, expanded democracy, promoted the tradition and strength of great national unity, innovated, created, made breakthroughs, overcame difficulties and challenges, mobilized people of all walks of life to effectively participate in campaigns and patriotic emulation movements; excellently completed tasks, achieved and exceeded the targets set by the Resolution of the 10th Provincial Congress of the Vietnam Fatherland Front, term 2019 - 2024, notably mobilizing support for the construction of 1,108 Great Unity houses for poor and near-poor households, and people facing housing difficulties (target of 500 houses).

Strongly innovate the content, diversify the methods, improve the quality and effectiveness of information and propaganda work; especially propaganda and mobilization of people to participate in the prevention and control of the COVID-19 epidemic; propaganda for the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, the Resolution of the 14th Provincial Party Congress; grasp, collect, reflect and recommend to the Party Committee and the government the legitimate and just thoughts, opinions and aspirations of the people. Propagandize, mobilize and explain so that people correctly perceive and agree with the Party's guidelines and policies and the State's policies and laws, contributing to removing difficulties and obstacles, creating stability and promoting local socio-economic development. Strengthen information and propaganda work, disseminate laws on beliefs and religions; support and assist religious organizations to operate in accordance with their purposes and legal provisions; Propaganda, mobilization, coordination to support the successful organization of Congresses of legal religious organizations in the province. Organize forums "Listening to the voices of the poor", Listening to the voices of people in ethnic minority and mountainous areas; Information conferences and listening to people's opinions... Promote the role of religious dignitaries and prestigious people in the community in propaganda work, mobilizing people to participate in patriotic emulation movements, campaigns, especially in the fields of maintaining security and order, environmental protection, humanitarian charity; launch the construction of a pilot model "Bani Muslim community participates in environmental protection and adaptation to climate change". Organize meetings and meetings to encourage prominent figures, intellectuals, religious dignitaries, prestigious individuals among ethnic minorities; Meeting overseas Vietnamese and relatives of overseas Vietnamese, Meeting Ninh Thuan compatriots in Ho Chi Minh City on the occasion of Lunar New Year. Assist and support the activities of the Liaison Committee with Overseas Vietnamese, the Liaison Committee of Ninh Thuan Compatriots in Ho Chi Minh City and Hanoi; coordinate to mobilize the establishment of Friendship Associations of other countries, promote the establishment of the Union of Friendship Associations of Ninh Thuan province; support the establishment of the Mobilization Committee, Overseas Vietnamese Relatives Clubs in localities in the province.

The campaigns and emulation movements of the Vietnam Fatherland Front have attracted the attention and response and encouraged all classes of people to actively participate in effectively implementing social security work; innovate methods of mobilizing resources to care for policy families, poor and near-poor households, people in extremely difficult areas, leaving no one behind. Develop and effectively organize the implementation of the Housing Support Project for poor and near-poor households for the period 2023 - 2025. Actively participate in Party and government building; social supervision and criticism work has been focused on innovation, in-depth, focused, effective and substantive, focusing on issues related to the lives of the majority of people, which have received public attention. External information work and people's foreign affairs activities have been innovated and expanded. Attention has been paid to perfecting and consolidating the organizational apparatus and training and improving the quality of cadres. Promote the application of information technology, digital transformation, and promote the improvement of the operational efficiency of the Vietnam Fatherland Front at all levels. The results of the 2019-2024 term have made significant contributions to socio-economic development, improving the material and spiritual life of the people, consolidating national defense and security, building a clean and strong Party, government and political system, bringing Ninh Thuan from a poor province to a middle-income province.

In addition, the implementation of the 5 action programs of the Vietnam Fatherland Front in the province in the past term still has some shortcomings and limitations: The complicated and severe developments of the COVID-19 pandemic have deeply affected all aspects of social life, and have affected the activities of the Vietnam Fatherland Front at all levels. The content and methods of coordination and unification of actions between the Vietnam Fatherland Front and its member organizations are sometimes and in some places not specific and not consistent. The collection of opinions and recommendations of voters and people is sometimes and in some places not complete and timely. The quality of activities of the Front officials at all levels is not uniform. The lives of a part of the people, especially ethnic minority and mountainous areas, are still difficult; a part of poor and near-poor households still have difficulties in housing.

II. Lessons learned: (1) Closely follow the Party's guidelines, policies, and leadership, the State's policies and laws to develop and organize the implementation of action programs. (2) In all activities of the Front, it is necessary to thoroughly grasp the viewpoint that "people are the root"; respect, promote and protect the people's right to mastery; and must originate from and ensure the legitimate and legal interests of the people. (3) Well perform the core political role, enhance initiative and creativity, constantly innovate the content and methods of operation, focus on the grassroots and residential areas; correctly and accurately identify key and breakthrough tasks for implementation. (4) Proactively and effectively implement the coordination regulations, the Program of coordination and unified action, aiming for results and specific products. (5) Must pay attention to building a clean and strong organizational apparatus; Take care of training, fostering, and training Front cadres, especially leaders with qualifications, capacity, prestige, ethics, a sense of responsibility, courage, closeness to the people, listening to and understanding the people; truly be a bridge creating solidarity between the Party, the State and the People.

III. Goals and action programs of the Vietnam Fatherland Front of the province for the 2024 - 2029 term

1. General objectives: (1) Promote the tradition and strength of great national unity; the Vietnam Fatherland Front and socio-political organizations act as the core to gather, unite, and strongly promote all resources, potentials, and creativity of the People in the cause of building and developing Ninh Thuan homeland. (2) Play a good core role so that the People are the masters and masters; consolidate and enhance the People's trust in the Party, the Government, and the socialist regime; proactively participate in the process of ensuring and caring for the People's lives, nurturing the People's strength; promote the cultural values, strength, and dedication of all Ninh Thuan people, create endogenous resources and breakthrough motivation, and the aspiration to develop Ninh Thuan homeland to be increasingly prosperous and happy. (3) Proactively perform the core political role, be the political foundation of the People's government, represent and protect the legitimate and legal rights and interests of the People; Carry out well community self-management activities; proactively and actively participate in Party and government building; practice democracy, contribute to creating social consensus; take the legitimate and legal interests of the people as the center of all activities. (4) Substantially and effectively innovate the content and methods of activities, focusing on the grassroots and residential areas; strongly promote the role and responsibility of member organizations, Advisory Councils, and Advisory Boards; build a team of Front cadres with sufficient capacity, qualities, enthusiasm, courage, good at mass mobilization and aspiration to contribute.

2. Some key indicators: (1) On average, every year, 100% of the Vietnam Fatherland Front Committees at all levels and the Front Working Committees of villages and residential areas complete their tasks well, of which 20% complete their tasks excellently. (2) 100% of cadres and party members in the Vietnam Fatherland Front system of the province, 90% of union members and members of member organizations and 85% of the people are propagandized and study the Party's guidelines and the State's laws and policies. (3) Periodically organize information conferences and listen to people's opinions; distribute the Front's Newsletter to 100% of the Front Working Committees of residential areas; coordinate to maintain and periodically broadcast monthly the column "Great National Unity" on the Provincial Radio and Television Station and the special page "For the cause of Great National Unity" on Ninh Thuan Newspaper. (4) By the end of the term, 100% of the Vietnam Fatherland Front Committees of districts and cities will build and integrate the content and interface of the Electronic Information Page into the Electronic Information Portal system of the district and city; 100% of the Vietnam Fatherland Front Committees at district and commune levels will proficiently use the management of the Vietnam Fatherland Front Community Page (Fanpage) at each level; 100% of the Vietnam Fatherland Front Committees of districts and cities will complete online meeting rooms, connecting from the province to the grassroots (commune level will use a common online meeting room); 100% of the work records of the Vietnam Fatherland Front Committees at all levels will be processed in the network environment (except for confidential documents); 80 - 90% of the activities, inspection, supervision, and social criticism of the Vietnam Fatherland Front at provincial and district levels will be carried out through the digital environment. (5) Every year, 100% of agencies, units and localities effectively implement the campaigns "All people unite to build new rural areas and civilized urban areas", "Vietnamese people prioritize using Vietnamese goods"; associated with the effective implementation of the emulation movement "Solidarity, creativity, improving productivity, quality, efficiency, international integration"; 100% of residential areas well organize the "National Great Unity Day". (6) By the end of the term, each commune, ward and town will have 2 to 3 effective sustainable poverty reduction livelihood models and 01 self-governing model for environmental protection, rural traffic, civilized streets, security and order, traffic safety, education promotion, etc. (7) The average annual mobilization of the "For the Poor" Fund at all levels in the province reaches over 16 billion VND; During the term, the whole province supported the construction of 1,600 Great Solidarity houses, and by the end of the term, there were no more "temporary or dilapidated houses" in the province. (8) On average, every year, the Provincial Vietnam Fatherland Front Committee conducted 3-4 supervisions and 3-4 review conferences; at the district and city levels, 2-3 supervisions and 2-3 review conferences; at the commune, ward and town levels, 1-2 supervisions and 1-2 review conferences. (9) By the end of the term, 100% of the Front officials, Advisory Councils and Advisory Boards of the Vietnam Fatherland Front at all levels were trained and fostered in professional skills.

3. Action program of the Vietnam Fatherland Front of the province for the term 2024-2029

3.1. Program 1: Strengthen propaganda, mobilization, and gathering of people from all walks of life; strengthen social consensus, promote tradition, and the strength of national solidarity.

3.2. Program 2: Improve the quality and effectiveness of social supervision and criticism, promote democracy, and participate in Party and State building.

3.3. Program 3: Encourage all classes of people to compete, be creative, and effectively carry out campaigns and emulation movements.

3.4. Program 4: Improving the effectiveness of people's foreign affairs and work with Vietnamese people abroad.

3.5. Program 5: Continue to innovate the organizational structure and improve the capacity of the Front's staff at all levels.

3.6. Program 6: Building a self-governing residential area that is united, prosperous and happy./.
