Ha Long is a city on the shores of the World Heritage site of Ha Long Bay, possessing many potentials and advantages to become a coastal city and a heritage city.

Ha Long is a coastal city on the shores of a World Heritage site.

Heritage cities are understood as human settlements composed of elements such as the environment, landscape, and natural resources that humans adapt to and exploit to create an urban environment. In this sense, establishing an effective system of action and management for symbiotic development conservation is mandatory for the Ha Long Bay World Heritage Site, closely linked to Ha Long City.

Ha Long possesses many advantages as a city situated on the edge of a heritage site, a tourist city associated with unique local heritage, encompassing not only maritime and mining worker cultural heritage but also the cultural heritage of various ethnic groups after the administrative merger with Hoanh Bo district. Over the years, Ha Long has achieved significant progress in socio -economic development, tourism potential exploitation, and improving the quality of life for its people. However, some limitations remain that need to be addressed to ensure sustainable development in the future.

Dr. Pham Thi Nham, an architect and Deputy Director of the National Institute of Urban and Rural Planning under the Ministry of Construction , believes that coastal urban development poses a significant challenge to heritage cities, with Ha Long Bay being a prime example. As a UNESCO World Heritage site, Ha Long Bay is not only notable for its majestic natural beauty but also plays a crucial role in the strategy for developing the heritage economy.

However, rapid urbanization and tourism development pressures have degraded sensitive ecological zones, increasing the risk of coastal areas being "concretized." In this context, the "from Green Bay to Green City" concept is considered a groundbreaking solution, not only promoting heritage protection and environmental conservation but also fostering a green economic model, improving the quality of life for residents, and attracting international tourists.

According to Dr. Pham Thi Nham, Ha Long City needs to create green corridors along the coast, such as developing soft embankments and coastal parks, and creating coastal pedestrian walkways to encourage tourists and residents to interact with the natural environment. At the same time, it should plan "Model Green Neighborhoods" integrating public green spaces and developing carbon-free urban areas…

To develop a heritage city, according to Dr. Ha Huy Ngoc of the Vietnam Institute of Economics, Ha Long needs to focus on connecting its World Heritage site with other heritage sites in Quang Ninh province. Bringing tourists to visit the World Natural Heritage site of Ha Long Bay and other natural and cultural heritage sites in Quang Ninh is considered the mission and responsibility of the province's leading tourist destination.

In this linkage, Ha Long Bay is used as the central hub connecting with other tourist destinations in the province, such as Mong Cai, Van Don, Co To, Uong Bi, Binh Lieu, and Ba Che. Simultaneously, the plan aims to develop unique and attractive tourism programs and products with strong linkages, focusing on the Ha Long Bay heritage site, effectively and sustainably exploiting and promoting the heritage's values, and spreading the value of destinations throughout the province.

Furthermore, Ha Long needs to collaborate with heritage sites in other localities within the province, such as Mong Cai City, Uong Bi, Dong Trieu, Van Don District, and Binh Lieu, in developing distinctive tourism products with high linkages, minimizing seasonality in tourism. The development of a heritage city also helps to enhance the role of Ha Long City as the political, economic, cultural, and social center of the province, the center of the Northern coastal region and the Northern key economic zone, and an international marine tourism and service city on the shores of the World Heritage site – Ha Long Bay.
