Kinhtedothi - The Steering Committee for the implementation of administrative unit restructuring in Ha Nam province (hereinafter referred to as the Steering Committee) held its first meeting to announce the decision on its establishment, working regulations, and discuss future work contents.
Mr. Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation, and Head of the Steering Committee, chaired the meeting.
At the meeting, Mr. Dang Dinh Thoang, Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Party Committee's Organization Department, announced the decision of the Standing Committee of the Provincial Party Committee to establish the Provincial Steering Committee for the implementation of the administrative unit restructuring in Ha Nam province.
According to the decision, the Steering Committee consists of 30 members. Mr. Truong Quoc Huy, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, is the Head of the Steering Committee. Ms. Dinh Thi Lua, Permanent Deputy Secretary of the Provincial Party Committee, is the Permanent Deputy Head of the Steering Committee.

The Standing Vice Chairmen of the Provincial People's Council, the Standing Vice Chairmen of the Provincial People's Committee, and the Head of the Provincial Party Committee's Organization Department hold the position of Deputy Head of the Steering Committee.
The Steering Committee is tasked with preparing reports and submissions to the Provincial Party Standing Committee on the reorganization of administrative units, continuing the implementation of Resolution No. 18-NQ/TW of the 12th Central Committee, and drafting specific documents to concretize the Central Committee's documents on new policies for leadership, guidance, and implementation. It assigns members and appoints permanent staff to work with Party committees, Party organizations, agencies and units under the Provincial Party Committee, and subordinate agencies and units on the reorganization of administrative units and related matters.
The Steering Committee operates on the principle of democratic centralism, with collective discussion before submitting proposals to the Provincial Party Standing Committee and the Provincial Party Executive Committee. The working regulations also specify the duties and powers of each member.
On behalf of the Steering Committee, Mr. Dang Dinh Thoang, Head of the Provincial Party Committee's Organization Department and Deputy Head of the Provincial Steering Committee for the implementation of administrative unit restructuring, reported on the implementation of Document No. 43-CV/BCĐ dated March 20, 2025, from the Central Steering Committee on summarizing Resolution No. 18-NQ/TW on the plan to continue restructuring the organizational apparatus of the political system in the province. Regarding the restructuring of administrative units, the provincial advisory agencies have developed plans and submitted them to the Steering Committee for consideration.
After hearing the proposed plans for the reorganization of the province's administrative units, the members of the Steering Committee discussed, evaluated, and expressed many viewpoints. Many opinions suggested that the reorganization of the province's administrative units must ensure the principle of reducing the number of administrative units in the province to 70-75% as stipulated by the Central Government. The process of reorganizing the province's administrative units should take into account the future placement and utilization of grassroots officials to meet job requirements; attention should be paid to reorganizing adjacent administrative units that are currently developing industrial zones and urban areas, ensuring they remain within the same administrative unit to create space, potential, and define development goals for the future. The consolidation of communes and towns from different localities, separated by rivers or ferries, which creates inconvenient transportation and geographical conditions, should be avoided as it leads to wasted existing infrastructure.
Concluding the meeting, the Provincial Party Secretary and Head of the Steering Committee, Truong Quoc Huy, requested the Provincial Party Organization Committee and the Department of Internal Affairs to develop detailed weekly and monthly plans outlining the tasks to be performed by the Provincial Party Standing Committee and the Provincial People's Committee related to the reorganization of the province's administrative units, in accordance with the spirit of Document No. 43-CV/BCĐ of the Central Steering Committee. This should ensure that assigned tasks clearly specify the person, the job, and the timeframe for implementation, facilitating the assessment of capabilities and the reorganization of provincial officials in the current period.
