Ninh Binh: 31 billion VND is allocated to support travel expenses for officials, civil servants and public employees.

From November 1, Resolution No. 16/2025/NQ-HDND approved at the Ninh Binh Provincial People's Council Session officially took effect. The Resolution stipulates the policy of supporting travel expenses for cadres, civil servants, public employees and employees receiving local budget salaries at agencies and units after the arrangement of provincial-level administrative units and the operation of 2-level local governments of Ninh Binh province.

According to the Resolution, the travel expense support policy is applied to cadres, civil servants, public employees, and workers working at agencies and units under the Provincial Party Committee, People's Council, People's Committee, Fatherland Front Committee, provincial-level departments, branches, sectors, and mass organizations; socio-political organizations, public service units, and mass organizations assigned by the Party and State to perform provincial tasks in Nam Dinh and Ha Nam provinces (before reorganization) who are mobilized and assigned to work at the headquarters of agencies and units in the administrative center of Ninh Binh province (after reorganization); cadres, civil servants, public employees, and workers who are mobilized, rotated, seconded, or assigned to work in communes and wards in the province, with a distance from their residence to their workplace of 25 km or more (calculated by the shortest road).

According to the Resolution, the form of support is in cash, with a support level of 1,200,000 VND/person/month; implemented for 8 months, starting from November 1, 2025 to June 30, 2026. The funding source for implementation comes from the provincial budget, with a total estimated cost of about 31 billion VND.

Previously, the People's Council of Ninh Binh province issued Resolution No. 07/2025/NQ-HDND dated June 22, 2025 of the People's Council of Ninh Binh province (before arrangement), stipulating the policy of supporting means of transport for cadres, civil servants, public employees and workers working at provincial agencies and units who need to travel from Phu Ly ward, Nam Dinh ward to Hoa Lu ward, Ninh Binh province. After a period of implementation, the support for transportation by centralized means of transport only met about 1,000 people, not covering all actual needs, while the bidding, arrangement of means of transport and travel time frames still encountered difficulties.

Many cadres, civil servants, public employees and workers in Phu Ly ward, Nam Dinh said that the Resolution is suitable for the current practical situation of using means of transport to go to work every day, contributing to proactively arranging means of transport and travel time from residence to workplace and vice versa.
