Travel support for commune-level civil servants working away from home

Implementing the two-level local government model, arranging and merging commune-level administrative units, many cadres, civil servants, public employees and workers in the province have had to change their workplaces, as well as work in positions much further from home and their old workplaces, increasing difficulties and hardships. In order to encourage cadres, civil servants, public employees and workers at the commune level to work far from home to complete their tasks, Quang Ninh province has promptly issued a policy to support travel expenses due to the arrangement of commune-level administrative units in the province.

Implementing the two-level local government, Quang Ninh has arranged and merged 171 current commune-level administrative units into 54 units, including: 30 wards, 22 communes and 2 special zones Van Don and Co To. After the merger, many remote, border communes have large areas and changed their working headquarters, so many cadres, civil servants, public employees and workers have to travel longer distances and have more difficulty getting to work. However, all work serving the people, businesses, organizations and individuals is completed by the commune-level government, ensuring all activities take place smoothly and effectively.

In order to encourage and motivate cadres, civil servants, public employees and workers at the commune level to work away from home, at the 32nd Session of the 14th People's Council, Resolution 75/2025/NQ-HDND was passed on regulations on travel support policies for cadres, civil servants, public employees and workers affected by the rearrangement of commune-level administrative units in Quang Ninh province.

From November 1, 2025, cadres, civil servants, public employees and workers affected by the rearrangement of commune-level administrative units in the province will be supported with travel expenses.

Accordingly, the beneficiaries of the Resolution are cadres, civil servants, public employees, and workers working at Party, State, Fatherland Front agencies, socio- political organizations, and commune-level public service units that must change their working headquarters compared to before the reorganization of commune-level administrative units; cadres, civil servants, public employees, and workers who are mobilized, rotated, seconded, or assigned to work at commune-level administrative units after the reorganization.

The support level is 2,000,000 VND/person/month for the above subjects in case of increased distance to the new agency headquarters compared to the old agency headquarters, specifically: From 10km or more for new agency headquarters located in communes, wards, and special zones in Area I in ethnic minority and mountainous areas of Quang Ninh province according to Decision No. 3424/QD-UBND dated September 8, 2025 of the Provincial People's Committee; from 15km or more for new agency headquarters located in the remaining areas.

Support of 3,000,000 VND/person/month for cadres, civil servants, public employees, and workers on Quan Lan, Minh Chau, Thang Loi, Ngoc Vung, and Ban Sen islands working at the Van Don special economic zone administrative center.

This policy is implemented within 36 months from the effective date of Resolution No. 75/2025/NQ-HDND from November 1, 2025.

The support is paid with the salary of the following month according to the actual working time of the cadres, civil servants, public employees and workers; it is not used to calculate social insurance, health insurance, unemployment insurance contributions and benefits and is not used as a basis for calculating other regimes and allowances.

It is known that after the arrangement and merger of commune-level administrative units and the implementation of the two-level local government model, the whole province has more than 1,000 people enjoying the above policy, including 19 cases on the islands of Quan Lan, Minh Chau, Thang Loi, Ngoc Vung, and Ban Sen.

Quang Ninh province's timely grasp, promulgation and immediate implementation of travel support policies for cadres, civil servants, public employees and workers affected by the reorganization of commune-level administrative units has contributed to encouraging both mentally and materially so that this force can work with peace of mind, contribute, and complete all assigned tasks well, serving people and businesses better and more effectively.
