Center of the dynamic zone
Quang Ninh currently has 3 border gate economic zones: Mong Cai, Hoanh Mo and Bac Phong Sinh. Of which, Mong Cai Border Gate Economic Zone, established under Decision No. 19/2012/QD-TTg dated April 10, 2012 of the Prime Minister, is identified as one of the two breakthroughs and the center of the dynamic region in the spatial organization model of development "one center, two routes, multi-dimensional, two breakthroughs, three dynamic regions" of Quang Ninh province. Mong Cai National Key Border Gate Economic Zone has an area of over 121,000 hectares, directly connecting with international economic corridors from China to major economic centers of Vietnam.
As the most important hub in Mong Cai Border Gate Economic Zone, Mong Cai International Border Gate always plays the role of a growth driver. According to the Quang Ninh Provincial Border Gate Management Board, from the beginning of the year to November 14, 2025, the total import-export turnover through Mong Cai International Border Gate reached 5,321 million USD, accounting for over 97% of the total import-export turnover of the whole province. A total of 2,012 enterprises completed procedures, an increase of 52% compared to 2024. Import-export activities at Mong Cai International Border Gate significantly contributed to the socio-economic development and contributed to the 11.67% growth of Quang Ninh province in 9 months, ranking Quang Ninh 1st out of 34 provinces and cities nationwide.
Mong Cai international border gate is also a driving force to promote border tourism , while forming a key point for foreign affairs and cultural exchange between Quang Ninh and Guangxi and between the people of Vietnam and China. The total number of people entering and exiting through Mong Cai international border gates in 2025 is estimated to reach over 7.054 million, an increase of 9.6% over the same period in 2024. Of which, the total number of people entering and exiting at Bac Luan I border gate is over 6.633 million, an increase of 7% over 2024. Bac Luan II border gate is 421,541 people, an increase of 66% over the same period in 2024.
Towards smart border gates
Mong Cai International Border Gate (Vietnam) and Dongxing Border Gate (China) are a pair of border gates that play a particularly important role in trade in the northern border area, and are strategic connection points between Vietnam and the South China region (China). In the context of strong integration and digital transformation, building a smart border gate model here is an urgent requirement both in practice and strategy.
The smart border gate model focuses on comprehensive digitalization of customs clearance activities, increasing the application of artificial intelligence (AI), big data and cloud platforms in logistics management, not only maximizing the circulation of goods, especially agricultural and aquatic products and processed products with high added value, but also creating conditions for building an effective inter-sectoral coordination mechanism, aiming at the goal of "one-stop, one-stop" in handling import and export procedures. The smart border gate will also create a basis for Mong Cai Border Gate Economic Zone in particular and Quang Ninh province in general to participate more deeply in the regional supply chain and logistics, acting as an important gateway connecting ASEAN economies and China.
The construction of the Mong Cai - Dongxing smart border gate is the core content of the Pilot Cooperation Framework Agreement between the Quang Ninh Provincial Party Committee and the Guangxi Zhuang Autonomous Region Party Committee (China) signed on April 12, 2025, during the State visit of Chinese President Xi Jinping to Vietnam. Accordingly, the two sides agreed to coordinate synchronously in planning, constructing and operating smart border gates with two separate flows: the tourist flow at Bac Luan I border gate and the freight flow at Bac Luan II border gate. This project promises to comprehensively improve the efficiency and effectiveness of customs clearance, minimize congestion, and enhance the border trade activities of the two countries.
To implement the pilot project of smart border gates at the Mong Cai (Vietnam) - Dongxing (China) border gate pair, in July 2025, Quang Ninh province issued a decision to complete the Steering Committee for the construction of smart border gates, with the Chairman of the Provincial People's Committee as the Head of the Committee and the Provincial Economic Zone Management Board as the standing agency. This is the focal point for coordinating and coordinating with departments, branches and local authorities to implement the project.
On that basis, the Quang Ninh Economic Zone Management Board has coordinated with relevant units to develop a pilot project on smart border gates at Mong Cai - Dong Hung International Border Gate, sent a report to the Prime Minister and urgently sought opinions from 11 ministries and branches to complete the project content. At the same time, the province also sent a working group to survey and learn from the experience of the smart border gate model in Lang Son (Huu Nghi and Tan Thanh areas) in October 2025, as a practical basis for completing the project. Up to now, the project has been completed and reported to the Prime Minister for approval.
Mr. Truong Manh Hung, Head of the Quang Ninh Economic Zone Management Board, said: We have identified the construction of a smart border gate at Mong Cai International Border Gate as a key task in the coming time because the flow of goods and passengers is increasing rapidly, requiring a modern, transparent and interconnected management model. After merging the three Border Gate Management Boards of Mong Cai, Hoanh Mo and Bac Phong Sinh to establish the Quang Ninh Provincial Border Gate Management Board under the Provincial Economic Zone Management Board, the new apparatus has quickly stabilized the organization, operated smoothly and created a favorable foundation, ready to deploy the task of building a smart border gate in accordance with the planning and development strategy of Mong Cai Border Gate Economic Zone in the new period, which is one of the three breakthroughs as determined by the Resolution of the 16th Provincial Party Congress.
