
People in Duong Hoa commune have been involved in fishing for generations. Currently, the whole commune has more than 200 fishing boats. Previously, due to the lack of anchorage and storm shelters that met safety standards, every time the rainy and stormy season came, people were always in a state of anxiety. Many fishermen were forced to bring their boats to shelters in neighboring localities such as Dam Ha, Mong Cai, and Tien Yen, causing inconvenience in daily life and high fuel costs.
In response to the urgent and legitimate needs of fishermen, in October 2018, the Provincial People's Committee approved the investment policy for the Duong Hoa Commune Fishing Boats Storm Shelter Project with a total budget of more than 57 billion VND from the provincial budget. After more than 2 years of construction, the project was completed in 2021, bringing great joy to local people.
The project is built on an area of 12 hectares, including the following items: Dock, breakwater, mooring buoy system, dredging of waterways. According to the design, the project is not only a place to anchor and take shelter from storms regularly for about 150 fishing boats with a capacity of up to 200CV, but also a place to provide fishing logistics and necessities to help fishermen go out to sea for long days.
However, after being put into use until now, this anchorage area has been overloaded, especially when there are storms, this area has more than 200 boats from neighboring localities coming to take shelter, causing fishermen's boats in the area to still struggle to find a place to anchor.

Voters of Duong Hoa commune have requested the province to pay attention to investing in expanding the second phase of the boat anchorage area. Mr. Le Quy Trong (Duong Hoa commune) said: In this area, whenever there is a storm or bad weather, the water level often drops sharply, and boats coming in for shelter must anchor about 6km away from the dock, waiting for high tide to be able to move in. This causes many inconveniences, potentially posing a risk to the safety of people and vehicles. Therefore, we hope that the province will soon pay attention to dredging the channel, expanding the dock, and at the same time investing in completing the infrastructure of the anchorage area to create favorable conditions for boats to safely take shelter, contributing to ensuring long-term livelihoods for local fishermen.
In addition, the road connecting National Highway 18 to the current anchorage area is still narrow, only accommodating vehicles with a maximum load of about 5 tons. Therefore, transporting seafood in large quantities is difficult, large trucks cannot move into the port area, causing limitations for the consumption and circulation of goods.
To overcome current limitations and meet the requirements of fisheries development in the new period, it is necessary to continue investing in and completing the infrastructure of the anchorage area and the connecting traffic system. According to the leader of the Department of Agriculture and Environment, the construction of the Tien Toi fishing boat storm shelter area combined with a type III fishing port in Duong Hoa commune is an urgent and important task. This project will create a synchronous infrastructure foundation, contributing to promoting the potential for marine economic development in the Northeast region of the province, meeting the criteria for declaring a type III fishing port according to regulations. At the same time, it will support overcoming the "yellow card" for seafood exported to Europe, increasing the value of seafood and becoming a solid rear to help fishermen confidently go offshore and stick to the sea.
On that basis, the Department of Agriculture and Environment has proposed to include the investment content in building this anchorage area in the medium-term public investment plan for the period 2026-2030, sent to the Department of Finance for synthesis, and submitted to the Provincial People's Committee for consideration and approval.
The investment in expanding the Duong Hoa Commune Fishing Boat Storm Shelter Area, Phase 2, not only helps ensure the safety of hundreds of fishing boats each storm season, but also contributes to developing fishing infrastructure, improving the efficiency of the marine economy, and creating a driving force to promote local socio-economic development.
