The project of the North Gianh River Fishing Boat Shelter Project (Quang Tri Province) was approved by the Ministry of Agriculture and Environment (MARD) with a total investment of nearly 350 billion VND. Of which, the central budget is nearly 334 billion VND, and the local counterpart fund is 16 billion VND.
The completed project will meet the conditions for 800 - 1,000 boats with a capacity of 1,000 horsepower to safely take shelter from storms, dock to load and unload goods, serving the development of fisheries in Quang Tri province and neighboring provinces in the central coastal region.

The project of the North Gianh River Fishing Boat Storm Shelter started construction in July 2025; it is expected to be handed over and put into use in mid-2026. Due to the urgent need to complete the project in a short time, by early October 2025, Quang Tri province had completed site clearance, paid compensation, and ensured clean site handover to the contractor. The construction unit has also implemented 2/3 of the construction packages. The investor (Quang Tri Department of Agriculture and Environment) is selecting contractors to execute the remaining packages according to the Contractor Selection Plan approved by the Ministry of Agriculture and Environment.
According to the plan, in 2025, the project was allocated nearly 221 billion VND and currently has disbursed over 88 billion VND, reaching nearly 40%. However, according to the report of the People's Committee of Quang Tri province, the project is facing many difficulties in the implementation process and is at risk of not ensuring the progress of capital disbursement in 2025 as planned.
The reason is said to be that the contractor is working in adverse weather conditions. The main items must be constructed underwater and transported by waterway; the project area is located in the estuary, often affected by tides, storms and monsoons. Meanwhile, September to December is the main storm season, so it is impossible to speed up the construction progress, only taking advantage of favorable weather days to implement some items onshore and nearshore. Therefore, up to now, the disbursement has mainly been for advances on construction contracts and consulting costs in the project preparation and implementation phase.

To speed up the project's progress, Quang Tri province is directing the investor to urgently urge contractors to execute construction packages, aiming to achieve 30-50% of the signed contract value; organize contractor selection and hand over the site to implement package No. 11 in October-November 2025. However, the report of the People's Committee of Quang Tri province stated that, despite the highest determination, the disbursement rate will only reach approximately 70% of the capital allocated in 2025 (equivalent to nearly 150 billion VND).
Therefore, at a recent working session with Deputy Minister of Agriculture and Environment Phung Duc Tien, the investor and contractor representatives proposed to adjust the central capital plan for 2025 of the project from 212.52 billion VND to 133.685 billion VND (a decrease of over 37%), the remaining amount will be transferred to the capital plan for 2026.

Concluding a recent working session with the People's Committee of Quang Tri province on the issue of combating IUU fishing, Deputy Minister Phung Duc Tien said that in the context of increasingly extreme natural disasters, the project needs to be implemented and handed over as soon as possible. The People's Committee of Quang Tri province and the investor need to comply with the initial construction design and resolutely implement plans to ensure the project's construction progress as well as capital disbursement.
Construction needs to be done urgently.
Deputy Minister of Agriculture and Environment Phung Duc Tien said that poor infrastructure is also an obstacle in the fight against IUU fishing. Therefore, the Deputy Minister suggested Quang Tri province: "It is necessary to encourage construction units to try harder, work day and night to ensure progress and ensure capital disbursement according to plan."
