Dak Lak: Digitization and identification of fishing vessels reached 99.77%

Dak Lak Provincial Police have digitized and identified 99.77% of fishing vessels, effectively serving state management of fisheries and ensuring security and order at sea.

99.77% of fishing vessels are digitized and identified

Dak Lak Provincial People's Committee said that in the province, there are currently 2,571 fishing vessels registered and updated on the national fisheries database, of which 132 vessels (accounting for 5.13%) are not qualified to operate because they have not been granted or have not been re-granted fishing licenses. The fight against illegal, unreported and unregulated (IUU) fishing in the area continues to have many positive and clear changes, gradually going into depth and bringing sustainable results, demonstrating the drastic participation of functional agencies and local authorities.

Up to now, the whole Dak Lak province has 588 fishing vessels from 12-15m, which are a group of fishing vessels at high risk of violating illegal fishing. The Dak Lak Provincial People's Committee requires localities to focus on propaganda, strict management and mobilizing ship owners in this group to strictly comply with regulations on fishing vessel exploitation and management.

According to the assessment of the Dak Lak Provincial People's Committee, the Provincial Police is one of the active units in implementing the urgent task of combating IUU fishing. Specifically, the Dak Lak Provincial Police has actively and proactively coordinated with relevant units in the work of digitizing and identifying fishing vessels, achieving very high results. Up to now, 2,565/2,571 fishing vessels have been digitized and identified, reaching a rate of 99.77%, demonstrating a high sense of responsibility and determination in implementing the digital transformation task. There are currently 6 cases (accounting for 0.23%) that have not been identified, mainly because the ship owner has passed away, the ship has been transferred but has not completed the deregistration procedure or the ship owner has not registered as a permanent resident in the locality.

Along with that, many commune-level localities in Dak Lak province have had positive changes in directing and operating urgent tasks against IUU fishing such as Hoa Hiep, Hoa Xuan, Xuan Dai. These localities have seen a sharp reduction in the number of fishing vessels that have not been granted fishing licenses. Of which, Hoa Xuan commune has reduced 32 vessels, completing 100% of the issuance of fishing licenses.

Control 100% of fishing vessels entering and leaving the port

To continue effectively implementing the directions of the Government and the National Steering Committee on combating illegal, unreported and unregulated fishing (IUU), the Chairman of the Dak Lak Provincial People's Committee requested the Chairmen of the People's Committees of coastal communes and wards to directly direct and organize a comprehensive review of fishing fleets in the area, guide and support fishermen to complete all documents, registration procedures, inspection, and issuance of operating licenses according to regulations, striving for 100% of qualified fishing vessels to be licensed to operate.

In cases where fishing vessels are not qualified to operate, it is required to urgently compile a complete and accurate list; 100% of unqualified vessels must be sealed; absolutely do not leave fishing gear or exploitation equipment on board, prevent illegal sailing; assign village self-management boards and residential groups to closely monitor anchoring locations, prevent violations from occurring or recurring, and require vessel owners to anchor at fishing ports or boat anchoring areas for convenient monitoring, management, and not allow operations.

Regarding the Department of Agriculture and Environment, the Chairman of the Dak Lak Provincial People's Committee requested to urgently study, review and fully absorb the comments of the Provincial Police and the Department of Justice in Report No. 136/BC-STP dated October 24, 2025 on handling administrative violations in the field of fisheries related to IUU; complete the dossier and organize the handling in accordance with regulations. At the same time, research and advise the Provincial People's Committee to synchronously deploy solutions to manage fisheries exploitation activities associated with seasons and fishing grounds, combine job conversion, invest in fishing port infrastructure, develop marine aquaculture and apply technology in management and production, to propose to include in the socio- economic development plan for the period 2026 - 2030.

The Chairman of the Dak Lak Provincial People's Committee also requested the Border Guard Command under the Provincial Military Command to direct the Border Guard stations in the area to strengthen the inspection and control of 100% of fishing vessels entering and leaving the port, ensuring that no fishing vessels that do not meet the operating conditions are allowed to go to sea. Focus on strictly controlling groups of vessels at high risk of violating regulations on IUU fishing, especially fishing vessels that have lost connection to the voyage monitoring device (VMS), unregistered vessels, uninspected vessels, and vessels that have not been granted a fishing license; promptly detect, prevent and strictly handle violations according to regulations.

The Provincial Police Department is requested to continue promoting the achieved results, review, verify and update information on the remaining cases to complete 100% of the digitization and identification of fishing vessels as soon as possible, contributing to effectively serving the state management of fisheries and ensuring security and order at sea.

Continue to direct the police of coastal communes and wards to proactively grasp the situation, especially for offshore fishing vessel owners and vessel owners with a history of violations; coordinate with relevant forces to mobilize, propagate, and monitor, to prevent re-offending, sending vessels and fishermen to illegal fishing; strengthen inspection, update, and manage fluctuations in fishing fleets in the area, promptly detect, warn, and handle cases with signs of violations or risks of violations, contributing to ensuring that the work of preventing and combating IUU fishing is effectively implemented.
