Concretize the resolution with practical support mechanisms
Resolution No. 11-NQ/TU dated February 3, 2025 of the Thai Nguyen Provincial Party Committee on tea industry development in the 2025-2030 period sets the target that by 2030, the whole province will have 24,500 hectares of tea, with an output of 300,000 tons of fresh buds, of which 70% of the area will be granted a growing area code.
Currently, the country of the first tea has 74 tea growing area codes. Of these, 49 are for domestic consumption and 25 are for export, with an area of over 513 hectares and an output of over 6,400 tons.
Notably, the growing area codes are all operated stably, ensuring technical requirements. Many large-scale production cooperatives have proactively built and managed growing area codes.
In the coming time, to increase the number of tea growing area codes, the Department of Agriculture and Environment of Thai Nguyen province will both manage and monitor the granted areas and promote propaganda and guide localities to complete registration documents.
In particular, tea growers in concentrated production areas will be supported with growing area codes to facilitate traceability and meet export requirements to demanding markets.

While Resolution No. 11-NQ/TU of the Thai Nguyen Provincial Party Committee determined the vision and strategic orientation for the tea industry, by July 2025, the Thai Nguyen Provincial People's Council issued Resolution No. 08/2025/NQ-HDND on policies to support the development of the tea industry. This Resolution concretizes the policy with practical support mechanisms, especially in the context of the merger of Thai Nguyen and Bac Kan provinces.
Accordingly, Thai Nguyen will allocate more than 500 billion VND to promote production, processing, increase product value and exploit tourism potential associated with tea trees.
Specifically, the locality will support 100% of the cost of buying tea seeds for new planting and replacement planting, and support 70% of the cost of buying organic fertilizers and organic microorganisms for new planting in the first year.
Support for certification of good agricultural practices (VietGAP) for tea production, processing and consumption facilities with a minimum scale of 5 hectares, with 100% support for the first certification cost but not exceeding 6 million VND/ha. Support for 100% of the cost for re-certification but not exceeding 4 million VND/ha.
The Resolution also stipulates that tea production, processing and consumption establishments with an area of 5 hectares or more will be supported with 100% of the cost of first-time organic certification but not exceeding 60 million VND/ha; 100% of the cost of re-issuance but not exceeding 40 million VND/ha. Support 70% of the cost of purchasing organic fertilizers, microbial organic fertilizers, biological pesticides and biological products during the conversion to organic production (maximum 3 years).

Creating a sustainable value chain, enhancing the Thai Nguyen tea brand
The Resolution of the Thai Nguyen Provincial People's Council also stipulates 100% support for the cost of purchasing traceability stamps, packaging, and labels for OCOP products (not exceeding 20 million VND/establishment); 50% of the cost of participating in domestic and foreign fairs and exhibitions; support for advertising costs on digital platforms of OCOP product owners participating in e-commerce platforms for a period of 2 years, the support level is not more than 2 million VND/product/year, not more than 12 million VND/entity/year.

Mr. Nguyen Ta - Head of Thai Nguyen Department of Cultivation and Plant Protection commented: “Resolution No. 08/2025/NQ-HDND stipulating the policy to support the development of the tea industry is a specific policy that brings breakthrough development to the local tea industry. The resolution also provides comprehensive support for all stages from planting, care to processing and consumption. In particular, selecting high-quality products and building growing area codes brings high value to farmers”.
In addition to supporting tea development, Thai Nguyen province will also support the development of community tourism and eco-tourism associated with tea production areas. The conditions for support are that community tourism and eco-tourism sites associated with tea production areas are recognized by competent authorities, tea production areas are in tourism development planning or have tourism development potential. The support level is 100% of project consultancy costs (not exceeding 200 million VND/site/project).
