The list of 4 groups subject to regulation includes: State housing management agencies; Investors of apartment building construction projects (Investors); Apartment management boards and operation management units; Apartment owners and users; Agencies, organizations and individuals related to the management and use of apartment buildings.
In addition, this new price frame is not applied in the following cases: old apartment buildings that are public assets that have not been renovated or newly built; social housing used as dormitories for students, workers with a model of many people sharing a room; apartment buildings with service prices that have been agreed upon at the Apartment Building Conference or agreed upon in advance in the contract for sale, lease, or hire-purchase of apartments or other privately owned parts.
The regulated price for apartment building management and operation services is as follows: for apartments without elevators, the price ranges from 700 VND to 5,000 VND/m2/month; for apartments with elevators, the price is set at 1,200 VND to 16,500 VND/m2/month. This price does not include additional fees from premium services such as swimming pools, saunas, cable TV, internet and other similar services.
The determination of cost components and the method of calculating the price of apartment building management and operation services will comply with the instructions in Clause 3, Article 59 of Decree No. 95/2024/ND-CP dated July 24, 2024 issued by the Government .
The Hanoi People's Committee has assigned the Department of Construction to preside over and coordinate with the Department of Finance, the Department of Agriculture and Environment, the Tax Department of Region I and related units: Collect and synthesize comments related to apartment building service prices; proactively develop a price list in case of changes in material costs, fuel, and salary policies, thereby providing a price adjustment framework suitable to reality.
Ward and commune authorities will be responsible for supervising the implementation of the Investor, Management Board and apartment building management and operation unit in financial work related to services at state-owned buildings, and handling disputes arising during the use of services.
Investors, Management Boards and apartment building operators are responsible for applying the pricing method as prescribed in the Government's Decree to develop or adjust service fees, as a basis for actual implementation.
