Hanoi approved spending over 3,000 billion to support boarding meals for primary school students.

The Hanoi People's Council has just approved a mechanism to support meals for primary school students, with a total estimated budget for the 2025-2026 school year of more than VND3,063 billion.

On the afternoon of July 9, the Hanoi People's Council passed a Resolution regulating the mechanism for supporting meals for primary school students in the city for the 2025-2026 school year, with a very high consensus rate.

The Resolution stipulates support levels including:

For primary school students studying at educational institutions in mountainous communes and communes in the Red River delta, the support level is 30,000 VND/student/day (main meal support).

For primary school students studying at educational institutions in the remaining areas of Hanoi city, the support level is 20,000 VND/student/day (main meal support).

In case the student's parents and the school agree on a higher meal allowance than the State's subsidy, the difference will be collected from the student (ensuring a minimum meal allowance of 30,000 VND/student/day).

Support period in the 2025 - 2026 school year, based on the actual number of meal days, not exceeding 9 months/school year.

The estimated budget for implementing the policy of supporting boarding meals for 100% of primary school students in the 2025-2026 school year is about 3,063 billion VND. Of which, the number of supported subjects is about 768,000 students (public schools about 707,727 students; private schools about 60,273 students). The source of support funding comes from the State budget according to decentralization.

According to statistics, the whole city currently has 778 primary schools (including 728 public schools and 50 private schools), of which the number of boarding schools is 703, accounting for 90.4% (655 public schools, accounting for 93.17%; 48 private schools, accounting for 6.83%).

The Hanoi People's Committee affirmed that the implementation of the policy of supporting meals for boarding students at the primary level is urgent. Because this is the level with the largest number of students, forced to study 2 sessions/day, requiring high nutritional and energy needs.

Full meals at school not only ensure health but also help reduce the pressure of transportation for parents, creating conditions for people to work with peace of mind.
