Hanoi proposes planning second airport as international airport

The Ministry of Transport (MOT) has just issued Document No. 4528/TTr-BGTVT to the Prime Minister for approval of the Master Plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050.

Noi Bai Airport is currently planned to be expanded with a capacity of 100 million passengers/year.

In the planning orientation document, Noi Bai Airport is an international airport, level 4F, with a capacity of 60 million passengers/year by 2030, land area of ​​about 1,500 hectares; by 2050, it will be 100 million passengers/year, land area of ​​about 2,230 hectares.

The second airport of Hanoi capital is a domestic airport, planned to be located in the Southeast, South of Hanoi city, and will be studied in the vision phase until 2050. The project does not specify the criteria for scale, class, capacity, and planned land area of ​​the second airport of Hanoi capital.

After studying the planning orientation, the Hanoi People's Committee reported to the Prime Minister and the Ministry of Transport on the content that the Ministry of Transport stated in the submission.

The Hanoi People's Committee said that according to the adjusted construction planning project of the Hanoi capital region to 2030 and vision to 2050 approved by the Prime Minister in 2016, there is a direction to research a second international airport as a backup for the future.

The proposed locations for the second airport in Hanoi include: Ly Nhan district (Ha Nam province), about 60 - 65 km from the center of Hanoi; the southern area of ​​Hanoi in Ung Hoa district, about 35 - 40 km from the center of Hanoi; Thanh Mien and Binh Giang districts (Hai Duong province), about 45 - 50 km from the center of Hanoi; Tien Lang district (Hai Phong city), about 120 km from the center of Hanoi.

The Hanoi People's Committee said that during the process of giving opinions on the national airport system planning for the 2021-2030 period, with a vision to 2050, Hanoi requested the Ministry of Transport to study and supplement the planning of a second international airport of suitable scale, increasing the total capacity of the capital's airports to 130-150 million passengers/year by 2050 to meet the forecast and air transport needs of Hanoi and the capital region. However, in the submission to the Prime Minister, the Ministry of Transport only identified Hanoi's second airport as a domestic airport.

Hanoi City leaders said that the Hanoi capital region has a projected population of about 21-23 million people by 2050, with a total area of ​​about 24,314 km2, basically similar to the Ho Chi Minh City region (population of 24-25 million people, area of ​​about 30,400 km2).

Meanwhile, the national airport system planning that the Ministry of Transport is submitting to the Prime Minister has planned two international airports for the Ho Chi Minh City area, Tan Son Nhat and Long Thanh, with a total capacity of about 150 million passengers/year.

Based on that, Hanoi leaders proposed that the Prime Minister and the Ministry of Transport adjust and define the nature and function of the second airport in the Hanoi capital region as an international airport. At the same time, they proposed that the Ministry of Transport study and define the location and planning criteria for the second international airport, as a basis for Hanoi to update and supplement the Capital Planning and adjust the overall Hanoi Capital Master Plan currently being implemented to ensure consistency.
