Hanoi worries about cheating devices on graduation exams transmitted from a distance of more than 25m

In just over a week, the 2024 high school graduation exam will take place nationwide. At this point, all preparations for the exam are being urgently completed by localities.

The largest number of candidates taking the graduation exam in the country

According to the Hanoi Departmentof Education and Training, there are 108,573 candidates taking the high school graduation exam in Hanoi, of which nearly 95,000 candidates study high school programs, more than 13,600 candidates study continuing education programs. There are more than 4,600 independent candidates.

Hanoi has 196 examination sites in 30 districts, with over 4,500 examination rooms. In addition, Hanoi has prepared 176 waiting rooms (at examination sites with independent candidates) and 392 backup examination rooms.

Hanoi had to mobilize 15,115 officials, teachers and staff to participate in the exam supervision work at the exam sites, and mobilize nearly 600 officials and teachers to participate in marking the exams. There were 566 officials and teachers participating in inspection at the exam sites, in addition to 14 teams to monitor the inspection activities. The Steering Committee also established 12 teams to inspect the exam.

Mr. Tran The Cuong, director of the Hanoi Department of Education and Training, said that this year Hanoi continues to have the largest number of candidates in the country, so preparation for the exam is quite difficult.

Mr. Cuong proposed to the ministry's leaders to set a fixed exam schedule at the end of June every year so that localities can plan early and proactively prepare for all stages of the exam. Based on what has happened, he also suggested that the ministry allow additional bags of original exam papers to be added for comparison when there are problems with the exam papers such as missing pages or blurred printing.

Regarding solutions to prevent cheating, Mr. Tran The Cuong shared that although Hanoi is more favorable than some localities, due to the large number of candidates and the wide area, security measures for the exam are more complicated.

Detecting sophisticated cheating devices in graduation exams is difficult because the capacity of invigilators and supervisors at the exam sites may not be sufficient to detect them. Hanoi plans to invite security officers to directly train invigilators, but this remains a huge concern.

"The regulations stipulate that candidates' personal belongings must be kept at least 25 meters away from the exam room. But in reality, there may be devices that can spread information farther than 25 meters," Mr. Cuong said, adding that the regulations need to be adjusted to prevent cheating.

Need a good backup plan

At the meeting with the Hanoi Exam Steering Committee, Deputy Minister of Education and Training Pham Ngoc Thuong reiterated five important points to note: close and comprehensive direction; smooth coordination with forces participating in the exam, ensuring clear identification of people, tasks, and positions; careful and thorough preparation for the exam; proper implementation of regulations and timely and complete communication.

Mr. Thuong emphasized that training for invigilators must be done well. If each person taking the exam participates in training, listens, and remembers, they will be able to do their job well and detect cheating behaviors.

However, Mr. Thuong also said that in coordination work, coordination with security agencies in consulting and training cadres and teachers to detect and handle fraudulent behavior is very important.

Deputy Minister Pham Ngoc Thuong also suggested that Hanoi and other localities must have contingency plans in case of any unexpected situations. In Hanoi, where the largest number of candidates are in the country, it is necessary to anticipate problems such as heavy rain, flooding, traffic jams, etc. to have solutions to proactively and promptly handle them.

The Deputy Minister also proposed strengthening measures to secure exam questions and papers to minimize risks related to printing, transporting, and preserving exam questions and papers.

Ms. Vu Thu Ha, Vice Chairwoman of Hanoi People's Committee, during a working session with the delegation of the Ministry of Education and Training, reminded the exam steering committees of districts to review all stages of the exam.

Ms. Ha noted that communication about the exam needs to be done early so that candidates can understand the regulations well, especially those related to candidates' responsibilities.

Over 5,000 students and young volunteers

According to Mr. Nguyen Tien Hung - Deputy Secretary of the Hanoi Youth Union, the Youth Union mobilized over 5,000 students and young people to support the exam.

Previously, in the 10th grade entrance exam in Hanoi, the volunteer force was very proactive and enthusiastic. During the exam session with heavy rain, the volunteer force carried candidates through flooded areas, promptly provided free umbrellas and raincoats to candidates.

The Hanoi Youth Union also organizes a team of 0-dong motorbike taxis to promptly support candidates in arising situations.

At present, many high schools in Hanoi still organize review sessions for candidates in need, or candidates who are not yet confident in their knowledge, or candidates who want to review to get high scores for university admission. According to school principals, free review sessions at school are intended to support and encourage students.
