Hanoi education affirms top position

In the joyful and exciting atmosphere of the historic August days, joining in the general joy when activities to celebrate major holidays are taking place all over the country, comrade Tran The Cuong - Member of the City Party Committee, Director of the Hanoi Department of Education and Training reported on the outstanding results of the Capital's Education sector in the 2024 - 2025 school year.

Along with the sustainable development of Hanoi Capital, Hanoi's education and training career has many improvements with comprehensive results achieved at all levels and fields of study.

The scale of education in the capital is growing with 2,954 kindergartens and general schools; 29 vocational education - continuing education centers and 1 Hanoi Education Staff Training School with nearly 2.3 million students and 352 vocational education facilities with more than 140,000 staff and teachers.

The rate of public schools meeting national standards in the whole city is nearly 80%. The city has recognized 23 high-quality schools; preparing to invest in building 6 advanced, modern inter-level schools with an area of ​​5 hectares or more in the city.

State management of education and training in the city has been strengthened; the Capital Education and Training sector has seriously implemented Circular No. 29 dated December 30, 2024 of the Ministry of Education and Training regulating extra teaching and learning. Advisory work on policy mechanisms has been proactively carried out.

The Department of Education and Training has advised the City People's Committee to submit to the City People's Council Resolution No. 40 dated December 10, 2024 regulating the bonus level for students with high achievements in domestic and international competitions and exams and teachers with achievements in training and nurturing students who won national, regional, international prizes and first prizes at the city level; Resolution No. 18 on Regulations on the mechanism of supporting boarding meals for primary school students in Hanoi for the 2025-2026 school year.

This demonstrates the deep concern of the Central Government and Hanoi City for the capital's Education and Training sector, prioritizing investment resources for educational development to serve the requirements of economic and social development.

Director of Hanoi Department of Education and Training Tran The Cuong reported on the summary of the 2024 - 2025 school year and deployed tasks for the 2025 - 2026 school year.

The work of reorganizing the apparatus at the Department was proactively carried out. The Hanoi Department of Education and Training completed the transfer of 29 vocational education and continuing education centers from districts, towns and cities to the Department of Education and Training to ensure smooth and seamless work. Hanoi reorganized Chu Van An and Son Tay high schools into specialized schools, bringing the total number of specialized schools in the city to 4.

In the 2025-2026 school year, Hanoi will have two new high schools: Do Muoi High School and Phuc Thinh High School. Also in the past year, the city completed its application to join the UNESCO Global Learning Cities Network.

Hanoi education achieved impressive results in the 2025 High School Graduation Exam. The rate of Hanoi students graduating from high school in 2025 reached 99.75%, ranking first among provinces and cities in the country.

In the 2024-2025 school year, Hanoi organized a series of activities to celebrate the 70th anniversary of the Capital Education sector. At the same time, it organized the admission of 379 students to the Party and more than 1,700 students attended classes to learn about the Party at high schools in the city. Since the beginning of the term, the city has admitted 677 student Party members.

Hanoi is the leading unit in the country in the implementation of digital transcripts at the primary level with 97.64% of students from grades 1 to 4 successfully creating digital transcripts; implementing mass digital transcripts in high schools in the city; implementing the construction of GIS digital map applications in online enrollment from the 2025 - 2026 school year.

With the comprehensive results achieved, the Capital's Education and Training career was recognized by the City and voted as one of the 10 typical events of the Capital in 2024. The Hanoi Department of Education and Training was awarded the First Class Labor Medal by the President; the Hanoi People's Committee submitted to the Government the Excellent Emulation Flag.

Speaking at the conference, teacher Nguyen Thi Ly - Principal of Nguyen Du Secondary School (Dai Mo ward) affirmed her commitment to continue innovation, creativity, and constant efforts.

The school will organize intensive training programs on active teaching methods and assessment towards developing students' capacity - the key to help teachers effectively implement the 2018 General Education Program.

The school will also step up consultation to increase investment in facilities and teaching equipment in a synchronous and modern direction, creating good conditions for teaching and learning activities, especially integrated subjects, experiential activities and STEM education.

On this occasion, the Hanoi Department of Education and Training launched an emulation campaign to celebrate the 80th anniversary of the August Revolution and National Day September 2; and the 80th anniversary of the establishment of the Ministry of National Education (now the Ministry of Education and Training).

Hanoi needs to take the lead in managing extra teaching and learning.

In carrying out the tasks of the new school year in the context of operating a two-level government and solving difficulties in the education sector, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong suggested that Hanoi consider establishing a commune-level education council; pay attention to building and expanding the network of schools and taking care of the teaching staff.

Emphasizing the need to continue to strictly implement Circular No. 29/TT-BGDDT, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong noted that the capital's education system must take the lead in managing extra teaching and learning. Referring to the report of the Hanoi Department of Education and Training that only 61% of cultural and social officers in communes and wards have expertise in education and training, comrade Nguyen Van Phong suggested that the education sector should very soon research and advise the city leaders and the leaders of the Ministry of Education and Training on the operation of two-level local government in the field of education and training.

At the same time, he also requested the City People's Committee to promptly review the school network planning in accordance with the 2-level local government model, ensuring practicality while forecasting social trends; focusing on researching and developing schools with many levels.

In addition, the education sector must take stronger action, develop plans to implement STEM education, creative education, and make English the second language in schools as committed when joining the UNESCO Creative Learning Cities Network. This is something we must do, regardless of whether the school is in the inner city or the suburbs; and quickly build a database of teachers across the city.

On this occasion, the Hanoi Education sector mobilized to support Ethnic Boarding Schools in Dien Bien, Cao Bang, and Ha Giang provinces with many valuable resources.

“In the days of preparation for the new school year 2025 - 2026, the work of boarding students has received a lot of attention. The policy of supporting boarding meals shows the humanity and concern of the city. I request that the Party Committees and authorities at the commune and ward levels not loosen management, must take primary responsibility, not let schools "act on their own", not let group interests arise in this humane policy.
