Hanoi: Hong Ha Ward was formed from the area outside the Red River dike belonging to 5 districts.

According to the plan to arrange commune-level administrative units of the Hanoi People's Committee, the Hong Ha basic administrative unit will include the entire area outside the Red River dike with an expected area of 16.61 km² and a population of 126,062 people.

The plan to arrange commune-level administrative units issued by the Hanoi People's Committee on April 19 to collect public opinions and organize People's Council meetings at all levels shows that the Hong Ha grassroots administrative unit will be formed by merging all or part of the natural area and population from many wards outside the dike in the area of 5 districts: Tay Ho, Hoan Kiem, Ba Dinh, Long Bien, Hai Ba Trung.

According to this plan, the Hong Ha administrative unit will include the entire natural area and population of Chuong Duong and Phuc Tan wards (Hoan Kiem district); most of the natural area and population of Nhat Tan, Tu Lien and Yen Phu wards (Tay Ho district); most of the natural area and population of Bach Dang and Thanh Luong wards (Hai Ba Trung district); part of the natural area and population of Phu Thuong and Quang An wards (Tay Ho district); part of the natural area and population of Ngoc Thuy and Bo De wards (Long Bien district).
