Hanoi will relocate parking lots under bridges before October 30.

The Hanoi Department of Construction has just sent a document to its affiliated units regarding the inspection and review of the management and use of road safety corridors; measures to ensure fire prevention and fighting of road traffic infrastructure.

The Hanoi Department of Construction assigned the Traffic Infrastructure Maintenance Board to preside over and coordinate with the winning contractors for road management and maintenance, and the Traffic Infrastructure Management Department to review all management and use of road safety corridors under its management, especially the temporary use of roads and sidewalks for other purposes; ensuring that roads and sidewalks are not used for purposes contrary to the provisions of Article 21 of Decree 165/2024/ND-CP of the Government.

This unit also needs to coordinate with the City Police, People's Committees of communes and wards to promptly handle cases of encroachment, occupation, and illegal use of road safety corridors and road land in violation of the law; take responsibility if they exist in the management and use of road safety corridors and road land, threatening the safety of road works in the area; do not let fires related to road infrastructure occur; report the results of the review to the Department of Construction before September 15.

The Traffic Infrastructure Maintenance Board coordinates with the Traffic Police, the Social Order Administrative Management Police and the Fire Prevention and Fighting Police to strengthen road patrols, inspections, detection and strict handling of cases of using traffic infrastructure in violation of fire prevention and fighting regulations, including the use of overpasses as illegal parking lots.

This agency is required to coordinate with the Department Office (inspection department), the Department of Traffic Infrastructure Management, and the City Police in inspecting fire prevention and fighting safety conditions related to the use of traffic infrastructure in general and road infrastructure in particular to ensure compliance with Decree 105/2025/ND-CP dated May 15, 2025 of the Government on fire prevention and fighting management.

The Department of Traffic Infrastructure Management shall review and propose solutions to immediately relocate parking lots out of the road infrastructure protection area (if any) before October 30; review the list of roads and streets eligible for temporary use of part of the roadway for parking of road vehicles according to Decision No. 6440/QD-UBND dated December 16, 2024 of the Hanoi People's Committee to advise the city to approve adjustments in September 2025 to ensure compliance with current regulations.

The Finance and Investment Department reviews and proposes investment in the construction of parking lots that meet standards according to approved planning, meeting static traffic needs, and reports to the Hanoi People's Committee to include in the medium-term capital allocation plan and annual investment call list.

Previously, at 1:00 p.m. on August 30, a fire broke out under the Ramp CV1C branch bridge from Vinh Tuy to Nguyen Khoi dike, from pillar T4 to pier M1 (on the south bank of the Red River).

As soon as the fire broke out, the parking attendant tried to use fire extinguishers to put out the fire and reported it to the authorities. By 1:45 p.m., the fire was extinguished. Preliminary estimates show that about 500 motorbikes were burned.
