Clarifying the cause and handling responsibility for the fire under Vinh Tuy bridge before September 15

The Prime Minister requested Hanoi to review the licensing and management of parking lots after the fire, clarify the cause, and handle violations (if any); and coordinate with the Ministry of Construction to inspect and ensure the safety of the Vinh Tuy bridge project.

Deputy Prime Minister Tran Hong Ha has just signed Official Dispatch No. 157/CD-TTg of the Prime Minister to the Ministers of Public Security, Construction; Chairmen of People's Committees of provinces and centrally run cities regarding the fire at the parking lot under Vinh Tuy bridge, Hanoi .

The dispatch stated: At 1 p.m. on August 30, a fire broke out at the parking lot under Vinh Tuy bridge on the road leading to the bridge in Hong Ha ward, Hanoi. The initial consequences caused over 500 motorbikes to burn and threatened to affect the structure of Vinh Tuy bridge.

To clarify the cause, responsibility and promptly overcome the consequences of the above fire, and at the same time prevent similar incidents, the Prime Minister requested the Chairman of the Hanoi People's Committee to immediately review the licensing and management of parking lots in the above fire; clarify the cause of the fire; take measures to strictly handle the responsibilities of violating organizations and individuals (if any) related to licensing, management, measures to ensure fire prevention and fighting of parking lots under bridges, road tunnels and measures to ensure the safety of bridge works in accordance with the provisions of law.

The Prime Minister requested the police and relevant units to investigate the cause of the fire at the parking lot under Vinh Tuy bridge.

The Chairman of the Hanoi People's Committee directed the city's specialized agencies, together with the Ministry of Construction, to inspect, evaluate, and clarify the impact of the above fire on the quality and operation of the Vinh Tuy Bridge project; immediate protective solutions must be found to ensure the absolute safety of the Vinh Tuy Bridge project.

At the same time, direct the review of all parking lots in the city, especially parking lots under bridges and roads, to take timely corrective measures in accordance with the law, to prevent similar incidents like the above fire from happening.

The Prime Minister requested the Ministry of Public Security to direct the Hanoi Police and relevant units to investigate the cause of the above fire, including clarifying the fire prevention and fighting plan to handle the responsibility of violating groups and individuals in accordance with the law.

The Ministry of Construction shall preside over and coordinate with the Hanoi People's Committee and relevant units to clarify the compliance with legal regulations regarding the operation of the above-mentioned parking lot; organize inspection and assessment of the impact of the fire on the quality and operation of Vinh Tuy Bridge, and report the implementation results to the Prime Minister before September 15.
