
On April 10th, the Hanoi People's Committee issued Decision No. 1966 approving the investment plan for the project to construct an underpass connecting Hoang Quoc Viet extended road with Pham Van Dong road and Tran Vy street.
Accordingly, the tunnel will be constructed at the intersection of the extended Hoang Quoc Viet road and Pham Van Dong road, heading towards Tran Vy road. The tunnel has a cross-section of 22.1 m, comprising 6 lanes.
As part of the project, the road area on both sides in front of the Ministry of Public Security's gate was renovated to a width of 14.75 m, including 4 lanes for motor vehicles, with sidewalks 4.5 m wide. The extended Hoang Quoc Viet road was newly constructed with a 50 m cross-section.
In addition, the existing Hoang Quoc Viet road will have its sidewalks narrowed, the median strip adjusted, and the right and left lanes of the surrounding roads at the intersection widened. Technical infrastructure, greenery, traffic lights, and a comprehensive traffic management plan for the intersection will be developed to ensure safety and urban aesthetics.
The project is scheduled for investment in 2025 and implementation in 2026-2028. Specifically, Cau Giay and Bac Tu Liem districts will implement the component project related to compensation, resettlement support, and relocation of technical infrastructure. The Project Management Board for Investment and Construction of Transportation Works will be the investor for the construction phase.
Previously, in a submission seeking the city's approval for the project, the Department of Transportation (now merged with the Department of Construction to form the Department of Construction) stated that the volume of vehicles on Hoang Quoc Viet and Ring Road 3 was constantly increasing, causing congestion during peak hours and air and noise pollution.
Due to the high traffic volume, the existing intersection and traffic lights are insufficient to meet the demand. Therefore, additional traffic routes need to be opened to alleviate pressure at the Hoang Quoc Viet - Ring Road 3 intersection, along with adjacent intersections. Investing in the construction of an underpass connecting the extended Hoang Quoc Viet road with Pham Van Dong road and Tran Vy street is consistent with the orientation and planning of the Capital city.
Hanoi currently has four operational underpasses. The Kim Lien - Xa Dan underpass, connecting Tran Khat Chan and Kim Lien roads, was the first in the capital, inaugurated in 2009. In 2016, Hanoi put into operation two more underpasses: the Trung Hoa underpass (connecting Tran Duy Hung road with Thang Long Boulevard) and the Thanh Xuan intersection underpass (helping to resolve traffic congestion and conflicts between Nguyen Trai road and Ring Road 3). The fourth underpass, Le Van Luong - Ring Road 3, has been operational since October 2022.
