The Office of the Hanoi People's Committee has just issued a document on the implementation of a series of free utilities to improve the experience of people and businesses. This decision was made after Vice Chairman of the City People's Committee Truong Viet Dung approved Document No. 105/TTr-TTPVHCC dated July 28, 2025 of the City Public Administration Service Center.

Accordingly, 15 utility groups will be deployed synchronously throughout the city. These utilities are divided into many different purpose groups, from technology support to humane care. Specifically, people coming to do procedures will be able to use high-speed wifi, photocopy and print documents on the spot. This is a solution to help people avoid having to travel many times, saving time and costs.
Notably, to promote digital transformation, service points will support people to create personal digital signatures, install important applications such as VNeID, iHanoi and receive automatic file status notifications via Zalo, SMS or Email. Some points will use reception robots to guide the process, look up information and direct people to the correct reception desk, thereby reducing the workload for staff and enhancing the modern, friendly image of the government.
Not only focusing on technology, this policy also shows special attention to vulnerable groups. Service points will be equipped with devices to support the elderly and people with disabilities such as text readers and electronic boards supporting sign language. In addition, people will also receive free legal advice, provided with forms, declarations and necessary items such as pens, pins, and file folders. Essential amenities such as drinking water, snacks, first aid kits and blood pressure monitors will also be arranged to serve people, especially the elderly or citizens living far away.
Regarding funding, the City People's Committee requests the City Public Administration Service Center to proactively balance the budget estimate for 2025 assigned in Decision No. 6399/QD-UBND. In case of failure to balance, the Center is responsible for reporting to the Department of Finance to propose additional plans. For the People's Committees of communes and wards, the City is requested to base on the actual situation to arrange appropriate budgets. The Department of Finance is assigned the task of guiding units to arrange and use funds in accordance with the provisions of law.
All of the above contents are required to be implemented uniformly and synchronously throughout the city from August 1, 2025. During the implementation process, if there are any difficulties or problems, the units must promptly report to the City Public Administration Service Center for synthesis and submission to the City People's Committee for consideration and resolution.
