According to the Report, on May 7, the Department of Education and Training of Hai Ba Trung District received a document from the Department of Education and Training of Hanoi regarding the handling of complaints about extra teaching and learning at Van Ho Secondary School, Hai Ba Trung District . After receiving the document, the Department coordinated with the People's Committee of Le Dai Hanh Ward to work with the Board of Directors of Van Ho Secondary School and the Director of Cham Group Education Joint Stock Company.
At the time of working with the Board of Directors of Van Ho Secondary School (address No. 1 Cao Dat Street, Hai Ba Trung District), the school carried out propaganda and dissemination of Circular No. 29/2024 of the Ministry of Education and Training on regulations on extra teaching and learning.
Teacher LTT reported and committed to the school's Board of Directors about participating in extra teaching at Cham Group Education Joint Stock Company and signed a Contract with the Company to teach at the Company.
According to the school's report, Ms. T has stopped teaching at the above facility since April 23, 2025 (there is a decision to terminate the labor contract between Ms. T and the Company).
In addition, when the Inspection Team directly worked at the headquarters of Cham Group Education Joint Stock Company, the Company presented the following documents: business registration certificate issued by the Hanoi Department of Planning and Investment; labor contract signed between Cham Group Education Joint Stock Company and teacher LTT, 9th grade Literature curriculum; list of 13 students; voluntary application for study of 2 students of class 9A5, Van Ho Secondary School with the opinions of the parents of the 2 students, who are currently teachers at the school.
These two parents want their children to be directly taught by teacher LTT to review Literature for grade 9 to prepare for the entrance exam to grade 10 of high school in the 2025-2026 school year. Teacher T has been teaching Literature for grade 9 at Cham Group Education Joint Stock Company since April 2025, with a class of 13 students.
According to Cham Group Education Joint Stock Company, because Ms. T has just started teaching, the Company has not collected tuition fees from the above students, including 2 students in class 9A5 of Van Ho Secondary School, where Ms. T is the homeroom teacher. Teacher LTT requested the Company not to collect tuition fees and the Company has done so.
Head of the Department of Education and Training of Hai Ba Trung District Can Van Da affirmed that at the working sessions, the Inspection Team requested Van Ho Secondary School to continue to thoroughly grasp, propagate and properly implement the provisions of Circular No. 29/2024 for teachers, students and parents; to better implement the innovation of teaching methods and testing and evaluation to improve the effectiveness and quality of teaching and learning at the school.
At the same time, schools need to balance time for students to review during class; teachers should assign homework to students appropriate to each subject, ensuring that students are confident in the knowledge they have acquired in school; increase guidance for students to self-study, assign learning tasks and guide and control students' learning effectively; and promote inspection of official teaching hours.
For Cham Group Education Joint Stock Company, the Delegation requested to strictly implement the regulations on extra teaching and learning in Circular No. 29/2024. In particular, it is necessary to manage and ensure the quality of extra teaching and learning and the rights of students and tutors; manage and keep records of extra teaching and learning organizations according to regulations; periodically report on the implementation of the regulations in this Circular and related legal regulations to competent authorities according to regulations.
