Hanoi requires schools not to organize extracurricular activities during storms.

With a proactive, urgent and responsible spirit, the Hanoi Department of Education and Training has just sent Document No. 3978/SGDĐT - CTTTHSSV dated September 30, 2025 "on proactive response to storm No. 10" to the People's Committees of wards and communes; affiliated units and schools requesting urgent implementation of measures to prevent, combat and respond to storm No. 10, ensuring absolute safety for students, teachers and school facilities.

Accordingly, the Department of Education and Training requested the People's Committees of wards and communes; educational institutions to closely monitor weather developments, strictly implement the instructions of the Central Government, the city and local authorities in disaster prevention, control and search and rescue; regularly and closely monitor weather and disaster warnings, forecasts and developments to proactively prevent, avoid, respond to and overcome the consequences of natural disasters and incidents.

Based on the weather and natural disaster situation, localities and units proactively review and prepare plans, deploy disaster response plans according to the "4 on-site" motto suitable to school conditions; review the green tree system in the school campus, if detecting perennial trees at risk of breaking or falling, it must be reported for timely handling, in case it cannot be done immediately, there must be a danger warning and contact with specialized agencies for handling as soon as possible.

Schools urgently relocate assets, machinery, equipment, desks, chairs, records, books to safe places to ensure no damage, breakage, loss, and minimize damage caused by the storm. Units and educational facilities in the storm-hit areas with boarding students must strictly manage students. The movement of students must be closely coordinated between schools and families according to the plan and direction of local authorities, ensuring absolute safety. Schools must prepare enough drinking water, food, and provisions to ensure the living needs of students staying at school during the storm. For units and educational facilities affected by storms and floods where students cannot go to school to study and live, they need to proactively develop appropriate plans and forms of study.

The Hanoi Department of Education and Training requires units to ensure a safe, clean environment and prevent epidemics after the storm. The Department also requires schools to absolutely not organize extracurricular activities or collective activities, especially in areas at risk of flooding and landslides; establish an information channel with parents to manage students when participating in local activities, minimizing risks that may occur due to storms and rains...

According to records in Xuan Mai commune (Hanoi), on the afternoon of September 30, schools here were flooded. Teacher Do Thi Thanh Tam, Principal of Nam Phuong Tien Kindergarten, said that a few days ago, the school's staff, teachers and employees had moved all flower pots, ornamental plants and some teaching aids to a safe place.
