On April 17, Ha Quang District Party Committee held a conference to summarize the peak of eliminating the illegal organization Duong Van Minh (TCBHPDVM) in Thuong Thon commune from February 15 to March 31, 2023. Attending were comrade Ha Ngoc Giap, member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairman of the Provincial Fatherland Front Committee; leaders of the Working Group to fight against TCBHPDVM, the Provincial Police, leaders of the District Party Committee, People's Committee and departments and branches of Ha Quang district.
Implementing Plan No. 26-KH/TCT dated February 15, 2023 of the Ha Quang District Working Group on fighting, propagating, and mobilizing 25 households in 4 hamlets of Thuong Thon commune to abandon TCBHPDVM, the District Working Group issued 8 documents directing the implementation of the task; established 4 working groups to directly fight, propagate, and mobilize households in 4 hamlets. The working groups deployed forces to the area to grasp the situation and ideology of each household, coordinate with prestigious people in the hamlets, have plans to organize propaganda and mobilization suitable for each household; organize support to help people grow corn, organize cultural and artistic activities, and talks on March 8, etc.
The district police published 7 propaganda articles, shared 14 news articles, photos refuting the hostile and erroneous views and opposing arguments of TCBHPDVM; coordinated propaganda through loudspeakers 30 times, attracting 4,480 listeners. Combined individual mobilization with screening propaganda films via phone 150 times/125 people... Organized meetings, contacts, and deterred ringleaders and key members, actively combined with propaganda work, mobilizing subjects to sign commitments to abandon TCBHPDVM; thereby propagating and mobilizing 3/3 subjects to sign commitments to abandon TCBHPDVM. Consolidated and improved the effectiveness of state management, promoted the role of the grassroots political system in key areas; effectively promoted resources, improved the material and spiritual life of people in affected areas.
With political determination and sense of responsibility of all levels, sectors, localities, and working groups, the district has completed the goal of completely eliminating TCBHPDVM in the area in the first quarter of 2023. Currently, the group points and affected areas have been eliminated, there are no more believers in TCBHPDVM and the areas affected by TCBHPDVM have been gradually transformed. During the 44-day peak period, the district propagated and mobilized 20 households/139 people to sign a commitment to abandon TCBHPDVM and considered reducing 5 households/41 people in Thuong Thon commune according to 5 assessment criteria, identifying people to be removed from the affected list.
In the coming time, the district will strive to maintain the results achieved in the communes of Ngoc Dao, Ma Ba, Hong Sy, Noi Thon, Lung Nam, Thuong Thon, resolutely not to let TCBHPDVM re-influence and re-form active groups, ensuring the target of "5 no" areas and "5 yes" areas. Ensure that 100% of people who have abandoned TCBHPDVM have access to and enjoy social welfare, policies on education , health, labor, employment... and are given priority to create sustainable livelihoods on the spot.
The conference received 11 opinions, recommendations and discussions from delegates on the situation of households after signing the commitment, the implementation of economic development programs, activities of working groups and mutual support groups in communes; orientation on how to organize Mong funerals...
At the conference, Head of the Provincial Party Committee's Mass Mobilization Commission and Chairman of the Provincial Fatherland Front Committee Ha Ngoc Giap acknowledged and commended the efforts, determination and positive results that Ha Quang district has achieved in completely eliminating TCBHPDVM. At the same time, he analyzed and emphasized the role and importance of propaganda work because in the process of changing the thinking of compatriots who used to follow illegal organizations, propaganda needs to be flexible, supple and skillful.
In the coming time, it is recommended that the district Party Committees at all levels need to unify the viewpoint of taking "building to fight" in eliminating TCHBPDVM, focusing on mobilizing the strength of the entire political system to comprehensively deploy political and ideological solutions, open dialogue between the heads of Party Committees, authorities and the people, skillfully mobilizing the people to build a great solidarity bloc of ethnic groups associated with investment in socio-economic development from resources of national target programs, ethnic policies and social security. Promote the organization of cultural, artistic and festival activities to honor the quintessence of good traditional culture; improve the material and spiritual life of the Mong people, creating a solid foundation for them to continue to firmly believe in the Party.
