On behalf of the Standing Committee of the Ha Tinh Provincial Party Committee, Secretary of the Provincial Party Committee Hoang Trung Dung has just signed and issued a resolution on leadership and direction in building "Typical Ward Police, a model of urban security, order and civilization" by 2030 and the following years.
On May 31, 2023, Secretary of the Provincial Party Committee Hoang Trung Dung, on behalf of the Provincial Party Committee Standing Committee, signed and issued Resolution No. 15-NQ/TU of the Provincial Party Committee Standing Committee on leadership and direction in building "Typical ward police, model of urban security, order and civilization" by 2030 and the following years.
The resolution includes 4 parts: situation and causes; viewpoints, goals; tasks, solutions; implementation organization.
Provincial Party Secretary Hoang Trung Dung chaired a meeting of the Standing Committee of the Ha Tinh Provincial Party Committee to give opinions on the draft Resolution on building typical ward police, models of security, order and urban civilization in April 2023.
SITUATION AND CAUSES
In recent times, implementing the policies of the Central Public Security Party Committee, the Ministry of Public Security , the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee; with the attention and coordination of all levels, sectors and localities, the Ha Tinh Public Security force has overcome difficulties, promoted its core role in protecting national security, in which the ward police force has performed well its assigned tasks, contributing to ensuring political security, social order and safety, and building a civilized urban area.
However, the security situation, social order and safety in Ha Tinh city and towns in the province are still potentially complicated. The movement of the whole people to protect national security is not uniform; the awareness and responsibility of some cadres, party members and people participating in ensuring security, order and building civilized urban areas is not high. The sense of responsibility and spirit of serving the people of some ward police officers and soldiers do not meet the requirements.
Ha Tinh Provincial Police held an online conference on launching a "90-day, night" peak period to implement the targets of the 2020 Law on Residence and improve the quality of the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030" (Project 06/CP) of the Government ".
The causes of the above limitations are due to the development of urban economy, which gives rise to many new and complicated problems, posing increasingly high demands and heavy tasks for the ward police force as well as in the state management of security and order. Activities of all kinds of crimes and social evils are mainly concentrated in urban areas.
Meanwhile, the ward police force and facilities for work in many places are still lacking. Some ward Party committees and authorities have not paid due attention to ensuring urban security and order.
In the coming time, the security and order situation in Ha Tinh province is forecasted to have potential complications. Ha Tinh city and towns are key areas for criminal activities, especially high-tech crimes, transnational and international crimes; and are targets of sabotage by extremists and reactionaries.
That situation requires the entire political system and the Ha Tinh Provincial Police force in general, and the ward police in particular, to thoroughly grasp and effectively implement the two policies and viewpoints of the Party and State on the national security protection strategy in accordance with the practical requirements of the province in the new situation.
GUIDING PERSPECTIVES AND GOALS
1. Guiding view
- Building the ward police force is placed within the overall task of building the Ha Tinh provincial police force, under the comprehensive leadership and direction of party committees at all levels, promoting the role and responsibility of the entire political system from the province to the grassroots level and the support and assistance of the people.
- Focus on leading and directing the building of "Typical Ward Police, model of urban security, order and civilization", associated with the effective implementation of programs, projects and plans to ensure national defense and security of each locality and unit.
- Maximize resources to build a ward police force that meets requirements and tasks, contributing to building a civilized, modern, and sustainably developed urban area.
2. Objective
2.1. General objectives
- Improve the quality and efficiency of ward police operations to meet the requirements and tasks in the new situation; build the image of professional police officers and soldiers with good professional skills, friendly, responsible, and dedicated to serving the people.
- Focus on directing the construction of typical and model ward police stations to ensure the criteria according to Decision No. 5764/QD-BCA-V05 dated July 13, 2021 of the Ministry of Public Security on the temporary criteria for piloting the construction of "Typical and model ward police stations in terms of security, order and urban civilization".
2.2. Specific objectives
In 2023, towns and cities will select 1 ward police unit to pilot a typical and model model; in 2024, it will be expanded across the province; by the end of 2025, at least 30% of ward police units will meet the typical and model criteria.
In the period of 2026 - 2030, build 100% of ward police units into typical and model units in terms of security, order and urban civilization.
Ha Tinh City Police deployed inspection work to prepare conditions to ensure security and order at the venue of the conference to announce the provincial planning in May 2023.
KEY TASKS AND SOLUTIONS
1. Strengthen the leadership and direction of Party committees and authorities at all levels, build a truly clean, strong, disciplined, elite, and modern ward police force.
2. Comprehensive innovation, improving the efficiency of all aspects of work
3. Promote administrative reform associated with digital transformation.
4. Continue to strengthen and improve the organizational structure and improve the quality of staff.
5. Increase investment in facilities and conditions to ensure service delivery.
IMPLEMENTATION ORGANIZATION
1. Party committees and organizations at all levels shall thoroughly disseminate and propagate the Resolution in conjunction with the Party's guidelines, the State's policies and laws, and the province's policies on building the people's public security force; direct the development of specific plans to implement the Resolution in accordance with the local and unit situation.
2. The Party Committee of the Provincial People's Committee directs functional agencies to advise on the project to build "A typical ward police force, a model of urban security, order and civilization" and effectively implement it, ensuring the purpose and requirements.
3. The Provincial People's Council Party Delegation directs the promulgation of policies related to the policy in accordance with current regulations, suitable to the practical situation of the province and strengthens supervision of implementation.
4. The Provincial Party Committee's Propaganda Department presides over and coordinates with the Provincial Public Security Party Committee to develop a plan to study, disseminate and propagate the Resolution.
5. The Provincial Fatherland Front Party Committee and socio-political organizations propagate and mobilize union members, association members and people to actively participate in implementing the Resolution and the movement of the entire people to protect national security.
6. The Provincial Police Party Committee directs the Provincial Police to preside over and coordinate with relevant departments, branches and sectors.
- Advise the Provincial People's Committee to issue a project to build a "Typical Ward Police, a model of urban security, order and civilization".
- Guide and specify the Ministry of Public Security's temporary criteria set on building "Typical ward police, model of security, order and urban civilization" for implementation in the province. Party delegations, Party executive committees, Party committees, Inspection Committees, Provincial Party Committee Office, Provincial Police Party Committee, according to their functions and tasks, are responsible for monitoring, urging, inspecting and supervising the implementation of the Resolution, periodically reporting to the Provincial Party Committee Standing Committee.
7. The Resolution is thoroughly communicated to Party cells and widely propagated and disseminated among the People.
