
The Standing Office of the Provincial Steering Committee for Disaster Prevention and Control in Ha Tinh Province (Provincial Civil Defense Command) has just released a quick report on the flood situation and response efforts. According to the report, due to the influence of a strengthening cold front combined with easterly winds at high altitudes, from the night of October 29, 2025 to November 3, 2025, the province experienced rain, with moderate to heavy rain in the southern coastal plains, and very heavy rain in some areas.
Rainfall measured at automatic rain gauge stations (from 7 PM on October 29th to 10 AM on November 3rd) ranged from 600mm to 1,400mm. Rainfall from 7 PM on November 2nd to 10 AM on November 3rd decreased, concentrated only in the southern part of the province, generally ranging from 100mm to 220mm.
At 10:00 AM on November 3rd, the water level of the large reservoirs at Ke Go was 31.83m/32.5m, reaching 93.3% of the design capacity (a decrease of 5cm compared to 9:00 PM; downstream of the reservoir in Cam Due commune, the water level decreased by 34cm compared to the highest flood level at 8:00 AM on October 31st); Song Rac was 22.08m/23.2m, reaching 84.1% of the design capacity (an increase of 19cm compared to 7:00 AM); and Ngan Truoi reservoir was 46.2m/52.0m, reaching 70.7% of the design capacity (water level remained unchanged compared to 7:00 AM).
River water levels (at 10:00 AM on November 3, 2025): on the Ngan Sau River at Chu Le station 11.28m (0.38m below flood level 1), down 0.30m compared to 7:00 AM; on the La River at Linh Cam station 2.32m (2.18m below flood level 1), down 0.08m compared to 7:00 AM; on the Ngan Pho River at Son Diem station 6.69m (3.31m below flood level 1), down 0.1m compared to 7:00 AM; at Hoa Duyet station 7.99m (0.49m above flood level 1), down 0.15m compared to 7:00 AM.
Regarding the evacuation of residents, the number of households currently being evacuated in some wards and communes is 1,366 households/3,146 people, specifically as follows: Cam Due 654 households/1023 people; Cam Binh 560 households/1880 people; Cam Xuyen 15 households/42 people; Dong Tien commune 18 households/21 people; Ha Huy Tap 57 households/62 people; Bac Hong Linh 20 households/62 people, Thach Lac 42 households/56 people (Data updated according to quick reports from localities).
The Provincial Military Command deployed 11 boats and 7 cars to support the People's Committee of Cam Due commune in responding to rain and floods, and in rescue and relief efforts; the Provincial Police mobilized 30 boats and canoes of various types; 1,000 lifebuoys; 1,500 life vests; and 20 life rafts to support the flooded communes.
As of now, there are 3,849 households still affected, a decrease of 1,528 households (at the peak, there were 5,377 households flooded), including: Cam Due 1,325 households (a decrease of 1,525 households); Cam Binh 2,072 households; Ha Linh 6 households; Cam Xuyen 227 households; Ha Huy Tap 216 households; Dong Tien 3 households; some inter-village and inter-commune roads are partially flooded. Currently, the number of affected households has decreased by 1,528 compared to 7:00 AM.
Currently, many sections of National Highway 8C are flooded with water levels ranging from 10-40cm. Specifically: from km 10+00 to km 18+400, water flows across the road surface at a depth of 5-10cm; from km 20+300 to km 21+00, water is approximately 20-30cm deep; from km 22+400 to km 22+600, water is about 20cm deep; and from km 27+500 to km 27+600, water overflows to a depth of about 20cm.
At Khe Bé spillway at Km11+630 on provincial road DT.554 (section passing through Duc Thinh commune), the water level is approximately 15cm. On provincial road DT.551 in Ky Xuan commune, landslides occurred on the embankment at Km17+150 and Km17+300, causing traffic congestion (the management unit has placed warning signs at both ends; clearing and debris removal is underway).
On the morning of November 3rd, 34 out of 676 educational institutions, with 18,464 students and 538 classes, were closed due to flooding. The remaining institutions were operating normally. Specifically: 28 kindergartens, primary schools, and secondary schools had 13,417 students and 408 classes; 3 high schools had 3,528 students and 89 classes; the Cam Xuyen Continuing Education Center had 10 classes and 398 students; and the Ha Tinh Vocational College and Nguyen Du College had 1,121 students and 31 classes closed.
