Ha Tinh determined to start construction of 34 resettlement areas for high-speed railway project in October

(Baohatinh.vn) - Currently, localities have approved detailed plans for 21/35 resettlement areas of the North-South high-speed railway, as a basis for Ha Tinh to strive to start construction in October 2025 and basically complete all resettlement areas by June 2026.

The high-speed railway project on the North-South axis is expected to pass through 23 communes and wards of Ha Tinh with a length of about 103.42 km. According to preliminary statistics, to construct the section passing through the area, Ha Tinh plans to reclaim more than 760 hectares of land of all kinds.

The land clearance area, the route through Ha Tinh province affects about 1,800 households, of which it is expected to resettle about 1,300 households and relocate many graves, infrastructure, and other technical works.

Up to this point, 23 communes and wards where the project passes have established steering committees and compensation councils for project site clearance.

Recently, localities have completed the review of the total cost of land acquisition and clearance and the need for central budget capital in 2025 as required by the Ministry of Construction . Accordingly, based on the land acquisition boundary and preliminary review results, the total cost of land acquisition for the project section passing through Ha Tinh is estimated at about 8,462 billion VND. Of which, the cost of compensation, support, and resettlement for project land acquisition (including relocation of power lines from 110kV and below) is estimated at about 6,346 billion VND.

Ha Tinh plans to build 35 resettlement areas in 18 communes and wards. To prepare for the construction of resettlement areas serving the North-South high-speed railway project, localities are preparing legal and technical conditions; reviewing and determining the scope and scale of resettlement.

In recent times, the local government has regularly coordinated with the village front committees, directly going to each household expected to be affected to propagate and grasp the thoughts and aspirations, especially those expected to be relocated. Up to this point, the people have basically agreed with the country's major policy.

Mr. Nguyen Ba Binh, Trung Nam Hong village, Duc Quang commune said: "The family has built a solid house, the 2-storey building is the property that the couple has saved their whole life. However, when we heard that the high-speed railway project was passing through and the family had to resettle, although we had to move to a new place, but because of the common goal of the national key project, we completely agreed."

However, through practical implementation, there are still some difficulties and problems such as: the process and procedures for investing in resettlement areas have not been clearly defined. Meanwhile, some localities have completed survey documents and established resettlement area projects, and need to be guided on the process for submission for appraisal and approval soon. Therefore, the Department of Finance has submitted a report to the Provincial People's Committee (in Document No. 6245/STC-TĐ&TCĐT dated September 9, 2025) to propose to the Provincial People's Committee to have a suitable implementation plan.

In addition, Ha Tinh continues to propose the Ministry of Construction to study and adjust some sections of the route due to overlap and impact on key projects and works of the province to ensure the implementation of appropriate resettlement planning.

Besides the determination of departments, branches and sectors, currently, localities where the North-South high-speed railway project passes through are also flexibly applying many solutions to remove difficulties and obstacles.

For example, in Ky Hoa commune, according to initial statistics, the project passes through an area that affects 350 households, and it is expected that 150 households will be resettled. Local authorities said that the implementation of site clearance work, especially the documents and legal procedures to build resettlement areas for the project, is a huge amount of work. In addition, after the two-level local government came into operation, the team of commune-level officials and civil servants in the fields of construction, transportation, land administration, and environmental resources are still limited in terms of expertise and work experience.

Mr. Vo Ta Cuong, Chairman of the People's Committee of Ky Hoa commune, said: "Despite many difficulties, however, from the experience of land acquisition and resettlement and construction of resettlement areas of the North-South expressway project, the local government has adjusted and rotated cadres with capacity, professional qualifications, and work experience suitable for each position, at the same time, organized training sessions on knowledge of Land Law and experience of land acquisition and resettlement for the team of cadres and civil servants at the commune level so that the implementation is effective, ensuring progress according to instructions".

With the efforts of the local government, the active support from the province, provincial departments and branches, the difficulties and obstacles have been gradually resolved and handled. Up to now, the documents and procedures have been basically completed, ensuring the project is started on schedule. The first resettlement area in Ha Huy Tap ward started on August 19, 2025, creating the premise and motivation to move towards completing new resettlement areas in Ha Tinh.

According to data from the Ha Tinh Department of Construction, currently, out of the remaining 34 resettlement areas, 21 areas have approved detailed planning/approved master planning; are implementing surveys and designing projects, including: Bac Hong Linh, Nam Hong Linh, Ha Huy Tap wards; Can Loc, Dong Kinh, Toan Luu, Cam Xuyen, Cam Hung, Cam Lac, Ky Hoa, Ky Xuan communes. The remaining 13 areas are implementing planning work.

According to Mr. Le Anh Son, Deputy Director of the Ha Tinh Department of Construction, "The current stage only allows the implementation of procedural documents to invest in resettlement areas. To ensure progress, localities must focus on accelerating the planning process, ensuring the simultaneous commencement of resettlement areas in October 2025."

The North-South high-speed railway is not only an infrastructure project, but also a turning point in the country's development. With the experience in site clearance for many large projects, especially the North-South expressway project in recent times, along with the drastic participation of the entire political system, the solidarity and consensus of the people, the resettlement areas will soon be implemented according to the set schedule. Contributing to speeding up the implementation of national key projects in accordance with the direction of the Government.

To speed up the construction progress of resettlement areas to ensure progress by October 2025, Ha Tinh Department of Construction has also made a number of recommendations and proposals:

- The Department of Home Affairs continues to advise the Provincial People's Committee on plans to supplement personnel in the fields of land management, resources, and construction for communes where the project passes through to ensure the implementation of project site clearance tasks.

- The Department of Agriculture and Environment guides communes and wards with projects to promptly implement a number of tasks related to compensation, support, and resettlement according to the provisions of the Land Law.

- People's Committees of communes and wards focus on speeding up the planning progress; urgently survey and prepare design documents for areas with approved planning, ensuring completion of procedures and simultaneous commencement of construction of the remaining resettlement areas before October 10, 2025.

- The Department of Construction continues to coordinate with the Department of Justice and the Provincial People's Committee Office to soon complete and issue regulations on a number of contents in the appraisal and management of construction quality in Ha Tinh province as a basis for organizing, appraising and approving resettlement areas.
