Regarding the ring that sold nearly 4,000 fake cars as new ones to the market, PC01 recently issued a wanted notice for two suspects, Nguyen Huu Oai and Nguyen Huu Nhu, owners of Dai Phat auto repair shop (address: D15/3B/1 Vo Van Van, Vinh Loc B commune, Binh Chanh district, Ho Chi Minh City).

Police determined that when he had the factory quality inspection certificate, Bui Van Tan collected used motorbikes of unknown origin from Le Van Toi and other sources; then hired Oai and Nhu to re-engrave the frame and engine numbers to match the frame and engine numbers on the factory quality inspection certificate for 1 million VND/vehicle. From there, Tan "magically" transformed them into new motorbikes to sell to customers.

After verifying that these two people were not present at the locality, PC01 issued a wanted notice for Oai and Nhu.

The police also added that from 2021 to 2023, Tan's ring "magically transformed" 3,911 stolen vehicles (motorbikes, motorbikes) into new vehicles sold on the market. The police investigation determined that Bui Van Tan hired Oai and Nhu to re-stamp the frame and engine numbers to match the frame and engine numbers on the factory quality inspection certificate.

The number of vehicles purchased without clear origin and papers were bought by Bui Van Tan at pawnshops and on social networks.

After completing the factory quality inspection certificate, Tan directed the technical staff of Tan Tien 1 and Tan Tien 2 stores to refurbish the motorcycles into new ones to sell to customers.

PC01 said that in 2023 alone, Tan's two stores sold 1,500 units, earning about 15 billion VND in profit.

Stolen car seized by police

The latest development in this case is that on January 26, PC01 has just prosecuted and temporarily detained 3 more people for the crime of "buying and selling documents of agencies and organizations", including: Nguyen Sy Toan (43 years old, owner of Song Ngan Import-Export Trading Company Limited in Hoc Mon District); Nguyen Thi Kieu Oanh (47 years old, manager of Honda Hong Hanh 4, 5, 6 dealership in the Southern region), Nguyen Dinh Sung (38 years old, owner of Honda Ha Thanh motorbike shop in Binh Tan District).

According to investigation documents, because regulations on motorbike export procedures do not require factory quality inspection certificates in export documents, when selling and exporting motorbikes, the accused Toan, Oanh and Sung kept a large source of factory quality inspection certificates, then resold them to Bui Van Tan for huge illegal profits.

Then, Tan and his accomplices "magically" transformed the car into a new one and sold it to thousands of customers.
