On the morning of May 27, the Department of Agriculture and Rural Development of Hai Duong worked with departments, branches, units and localities to assess progress and discuss solutions to remove difficulties and obstacles in managing riverside wharves and inland canals, handling violations of irrigation works and planning for cage fish farming in the province.

At the conference, localities focused on discussing and giving opinions on difficulties and obstacles in management, licensing of wharfs, handling of violations of irrigation works and determining irrigation violations, clarifying violation data, updating reports on violations that have been handled and cleared.

Speaking at the conference, Director of the Department of Agriculture and Rural Development Bui Van Thang requested relevant departments, branches and localities to take drastic measures in handling violations of irrigation works according to the direction of the Provincial Party Committee Standing Committee and the Provincial People's Committee. Strengthen propaganda and mobilize organizations and individuals to voluntarily clear up remaining violations and resolutely clear up newly arising violations. Cases that do not voluntarily clear up must be forced.

For difficulties and problems of sectors and localities, the Department of Agriculture and Rural Development will synthesize and report to competent authorities for resolution. Units managing and exploiting irrigation works will continue to review and classify violations, removing from the list violations that do not affect the safety of irrigation works. At the same time, closely coordinate with localities in making records and reporting violations.

Localities and units continue to inspect and review wharves in the province, and advise the Provincial People's Committee on the process and procedures for granting operating licenses. Wharves without planning must cease operations and be cleared before December 31, 2024. Complete licensing procedures for wharves in the planning in 2025.

According to the report of the Irrigation Department, as of May 20, the whole province has 7 districts that have basically completed the review, classification and listing of yards. Localities are implementing instructions to complete legal procedures for yard owners. However, the guidance on legal procedures still has many problems, and localities have not yet sent documents proposing and recommending to remove specific difficulties and problems to relevant departments and branches. The whole province has stopped the operation of 17 yards, terminated the operation of 17 yards and cleared illegal constructions at 85 yards.

The units managing and exploiting irrigation works in the province have basically completed the work of reviewing, consolidating records, and summarizing violations. As of May 20, Ninh Giang, Binh Giang, and Tu Ky districts have handled 355 outstanding violations. The provincial police have handled 165 cases of illegal discharge into irrigation works. However, from the beginning of 2024 to May 20, 52 violations have still occurred in the province. Of these, only 11 cases have been handled and cleared.
