Hai Duong handles and clears 616 violations of irrigation works

Since the beginning of the year, Gia Loc district has handled and resolved 2 cases of violations of irrigation works.

From the beginning of the year to May 7, in Hai Duong province, 46 violations of irrigation works occurred, of which 8 cases were handled and cleared.

Ninh Giang district had the most violations with 11, Gia Loc 9, Tu Ky 5; Thanh Mien, Thanh Ha, Kim Thanh districts each had 4; Hai Duong city 3, Cam Giang 3, Binh Giang 2 and Nam Sach 1. The main violations were building temporary houses, permanent houses, tents, leveling, encroachment, building surrounding walls, digging ponds, setting up gardens...

Localities have handled and resolved 8 violations, including 2 cases in Gia Loc, 2 cases in Cam Giang, 1 case each in Binh Giang, Tu Ky, Ninh Giang districts, and Hai Duong city.

Up to now, Hai Duong has handled and cleared 616 violations of irrigation works that existed from previous years, of which 355 cases were handled and cleared by local authorities (Binh Giang 174, Ninh Giang 141 and Tu Ky 40); the rest were self-cleared or cleared when implementing construction projects invested by the state budget, residential projects, urban areas, and industrial clusters related to canals.

The province still has a total of 2,250 violations that need to be handled and cleared, of which 1,051 were violations before July 1, 2018 (the effective date of the Law on Irrigation) and 1,199 were violations from July 1, 2018 to present. 1,422 cases are considered to maintain the status quo according to Article 48 of the Law on Irrigation because they do not affect the safety and service capacity of irrigation works.

The Party Committee of the Provincial People's Committee assessed that the leadership and direction in handling violations of irrigation works from the provincial to district and commune levels in recent times has been basically timely. Departments, branches, localities and units have actively participated, issued directive documents, developed plans to propagate and mobilize self-clearance of violations; developed plans to handle and clear backlog violations; detected and prevented new violations from arising.

Some districts have done well, such as Ninh Giang, Binh Giang, and Tu Ky. However, Thanh Ha and Nam Sach districts have not yet developed a plan to handle violations; some localities still allow new violations to arise.
