The conclusion stated that, based on the Working Regulation No. 09-QC/TU dated June 22, 2023 of the City Party Committee Executive Committee, the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee, term XVII (term 2020 - 2025); on the basis of the opinions of the members of the Hanoi City Party Committee Executive Committee (term XVII) on the contents proposed by the Party Committee of the City People's Committee: Adjusting the public investment plan for 2024 and updating and adjusting the 5-year public investment plan 2021-2025 at the city level; orientation of the 5-year medium-term public investment plan 2026-2030 of Hanoi City, the City Party Committee Executive Committee unanimously concluded as follows.

Agree on the policy for the proposal of the Party Committee of the City People's Committee on the following contents: Adjusting the public investment plan for 2024 and updating and adjusting the 5-year public investment plan 2021-2025 at the city level; orientation of the 5-year medium-term public investment plan 2026-2030 of Hanoi City.

Assign the Party Committee of the City People's Committee to direct the City People's Committee and relevant agencies to study the opinions of the members of the City Party Executive Committee to review and complete the Document Submission to ensure compliance with current regulations of the law on public investment and other relevant legal regulations before submitting to the City People's Council for consideration and approval, ensuring efficiency, correct principles, allocation criteria, close to the implementation progress and capital needs of the projects, especially key programs and projects, creating momentum to promote the socio -economic development of the City.

Projects and works to strengthen and ensure the safety of the dike system, irrigation works, bridge systems in the city... to meet the requirements of natural disaster prevention and control. Carefully review the increase and decrease of capital, ensuring compliance with the expected disbursement progress of the project from now until the end of 2024 to avoid adjusting the capital plan of a project multiple times. At the same time, continue to review exploitable resources to balance medium-term public investment capital, meeting the investment needs of the city in the period of 2026-2030.

Assign the Party Delegation of the City People's Council to direct the committees of the City People's Council to review and ensure compliance with principles, criteria, and legal regulations on the State budget and public investment. In particular, pay special attention to the consistency between the Medium-term Financial Plan and the Medium-term Public Investment Plan of each period. At the same time, strengthen the supervision of the implementation of the 2024 Public Investment Plan and the City's Medium-term Public Investment Plan, ensuring improved efficiency in the management and use of public investment capital of the City.

The City Party Executive Committee requests the Party Committee of the City People's Committee, the Party Delegation of the City People's Council, the districts, town Party Committees and relevant agencies and units to uphold the sense of responsibility, actively and proactively organize the implementation to ensure the comprehensive completion of the 2024 Public Investment Plan, as a basis for the completion of the City's 5-year Public Investment Plan 2021-2025.
