Addressing shortcomings

For the 2025 military recruitment season, Thanh Mien district has 3,104 young men of conscription age. Of these, 2,100 are eligible for exemption or deferment (accounting for nearly 68%), 297 are going abroad for work, and the remaining 707 are ready to enlist. Among those ready to enlist, nearly 50% suffer from refractive eye defects.

According to Lieutenant Colonel Pham Minh Hoang, Deputy Commander of the Thanh Mien District Military Command, the high percentage of young people eligible for exemption, deferment, or suffering from refractive eye defects, which has been increasing over the years, poses difficulties in the local recruitment and conscription efforts.

To ensure the quantity and quality of military personnel, the district has directed communes and towns to focus on reviewing and classifying sources, clearly identifying who is present in the locality, who is working far away, and who is transferring their military service to study at universities or colleges...

Following the principle of "selecting only those who are truly qualified," localities have prioritized thorough preliminary selection from the outset to ensure the recruitment of high-quality personnel. Communes and towns have mobilized the entire political system to participate in the recruitment process.

The organization of the 2025 military conscription health examination was carried out meticulously, ensuring both quantity and quality. The attendance rate of young men for the military conscription examination in Thanh Mien district reached 100%, with 51.69% meeting the eligibility criteria for enlistment – ​​the highest in the province, exceeding the provincial average by 5.99%. The district also had 184 young men who volunteered for military service, the highest number in the province.

Like many other localities, the difficulty in military recruitment in Cam Giang district this year is the high percentage of young people who are temporarily deferred or exempt from military service, accounting for more than 60% of the total number of young people of military service age.

According to Lieutenant Colonel Hoang Van Phong, military affairs assistant at the Cam Giang District Military Command, the main reason is the increasing number of young people admitted to colleges and universities, and those going abroad for work. The percentage of citizens of conscription age tends to decrease.

To address these shortcomings, in addition to reviewing the available resources, the Cam Giang district is promoting propaganda, mobilization, and raising citizens' self-awareness in fulfilling their military service obligations. The district's Military Service Council promptly commends young people who volunteer for military service and widely disseminates information about the penalties for evasion.

At the beginning of the 2025 military recruitment season, the Cam Giang District Youth Union commended and awarded 118 young union members who volunteered to enlist. During the recent Tet holiday, the District Military Command, in coordination with the District Youth Union, presented 4 gifts to 4 young men who volunteered to enlist in 2025 and come from disadvantaged families, each gift worth 1.3 million VND.

Quality assurance

A new feature in the 2025 military conscription examination is that it is the first year of implementing Circular 105/2023/TT-BQP dated December 6, 2023, on regulations regarding health standards and health examinations for subjects under the management of the Ministry of National Defense .

According to Colonel Nguyen Trong Hung, Deputy Commander and Chief of Staff of the Provincial Military Command, with the new regulations in this circular, the recruitment examination process will be more thorough and rigorous, especially the paraclinical examination.

However, the requirement is that localities need to proactively regulate the number of citizens coming for examinations; arrange transportation to take healthy young men to the district, town, or city health centers for X-rays, ultrasounds, etc. The number of personnel guiding young men during examinations, and the medical staff directly conducting military conscription examinations, has been increased compared to previous years.

Prior to the recruitment examination, the Provincial Military Command organized training and capacity building for officers involved in the recruitment process. The recruitment and conscription of citizens into the military was implemented rigorously and effectively; the responsibility of the collective and individuals involved was emphasized, particularly the responsibility of the leaders was highlighted, and the strength of the entire political system and the core role of local military agencies in advising the Party committees and local governments at the same level and directly organizing and implementing the process was effectively utilized.

Thanks to this, the 2025 military conscription examination in Hai Duong province was conducted with guaranteed quantity and quality. According to the Hai Duong Provincial Military Command, in the 2025 recruitment season, the percentage of young people attending the military conscription examination in localities reached 98.6%, of which 45.7% were deemed healthy enough to enlist. The percentage of young people with health classifications 1 and 2 accounted for nearly 70%. Throughout the province, 522 young people submitted applications to volunteer for military service, an increase of 162 compared to the previous year.

By February 4th, all localities had completed issuing conscription orders to eligible male citizens. The 2025 military enlistment ceremony in Hai Duong is scheduled to take place on February 13th.
