On May 18, at the Eastern Cultural Center, the People's Committee of Hai Duong province held a meeting between provincial leaders and FDI enterprises.
Attending the conference were Secretary of the Provincial Party Committee Tran Duc Thang, Chairman of the Provincial People's Committee Trieu The Hung, Vice Chairman of the Provincial People's Committee Tran Van Quan; representatives of the Ministry of Foreign Affairs, the Ministry of Planning and Investment , the Vietnam Federation of Commerce and Industry (VCCI); the Association of Foreign Investment Enterprises; and about 400 FDI enterprises operating in the province.
Hai Duong province currently has 496 FDI projects, with a total capital of over 9.2 billion USD from 26 countries and territories, ranking 4th in the Red River Delta region and 11th in the country. The number of investors from Asian countries accounts for 90%, the rest are from America and Europe.
Currently, FDI enterprises contribute more than 60% of the industrial production value in Hai Duong, contributing to promoting economic restructuring and improving industrial production capacity in the province. This is also a bright spot in contributing to the provincial budget, annually accounting for about 30% of the total local budget revenue.
In his opening speech, Chairman of Hai Duong Provincial People's Committee Trieu The Hung emphasized that the provincial leaders wish to listen to and absorb the opinions and contributions of enterprises on the direction and management work, on the province's policies and mechanisms to help the province have correct and timely policies and measures, creating favorable conditions for enterprises to invest and do business effectively, contributing to improving the province's competitiveness and promoting the province's socio-economic development.
At the Conference, FDI enterprises frankly expressed their opinions, focusing on 11 groups of issues, mainly: inadequacies in traffic infrastructure, questions about social insurance, problems with site clearance, land leasing, implementation of regulations on fire prevention and fighting, incentives for FDI enterprises investing outside industrial parks, procedures and documents for project construction licensing, electricity supply situation, mechanisms for investors in industrial park infrastructure, etc.
Listening to the opinions of businesses, Hai Duong Provincial Party Secretary Tran Duc Thang frankly pointed out a number of points that need to be improved in the province's business investment environment and clearly stated the causes of difficulties and obstacles of FDI enterprises.
On that basis, Provincial Party Secretary Tran Duc Thang affirmed that he would accept the opinions of businesses and continue to direct stronger improvements in the investment and business environment, remove difficulties, stand side by side with businesses, and create the most favorable conditions for businesses to produce and do business.
Specifically, the Secretary of the Hai Duong Provincial Party Committee also requested departments, branches, and localities to create breakthrough changes, go into the substance of administrative reform; ensure transparency, increase access to resources of the business community; improve the quality and efficiency of business support services; deploy solutions to restore and restructure the labor market associated with improving the quality of labor training.
At the same time, Mr. Tran Duc Thang proposed to step up support for businesses in digital transformation; effectively handle business problems; change the mindset from a management government to a service government; supervise the performance of public duties by cadres and civil servants, and strictly handle officials who harass and annoy.

Regarding the orientation of attracting investment in the coming time, the leaders of Hai Duong province said that they will selectively attract, only focusing on prioritizing investors with potential, capital, high technology, management level and environmental protection.
Priority areas are high technology, smart technology, bio-industry, new materials, processing, manufacturing and supporting industries; projects with high added value, using little land, and being environmentally friendly. The province is determined not to accept small-scale projects, low investment rates, using average and outdated technology, and projects that pose a risk of affecting the environment.
On this occasion, Hai Duong province also honored FDI enterprises with good business results, many positive contributions to the provincial budget, contributing to job creation, ensuring social security and improving the quality of life of workers in the province and neighboring areas over the past time.
