Mobilizing more than 327 billion VND to eliminate temporary and dilapidated houses
The program to eliminate temporary and dilapidated houses in Hai Duong province, implemented from October 2024 to June 2025, has just been completed.
According to the People's Committee of Hai Duong province, the locality has completed the removal of temporary and dilapidated houses with 1,452 households of people with revolutionary contributions, martyrs' relatives, poor and near-poor households receiving support to renovate their houses.
Of these, 854 are families of people with revolutionary contributions and martyrs' relatives, including 318 newly built households and 536 repaired households; 598 poor and near-poor households (373 newly built households and 225 repaired households).
The total implementation cost is over 327.1 billion VND, including: 73.5 billion from the provincial budget; 3.7 billion from the provincial gratitude fund; 1.74 billion VND from the fund for the poor and 220 billion VND from families, clans and other support sources.

According to the Department of Construction of Hai Duong province, for newly built houses for families of people with revolutionary contributions, relatives of martyrs, the cost is about 560 million VND/house, near-poor households 275 million VND/house, poor households 210 million VND/house. For houses for repair, the average cost ranges from 75-80 million VND/house.
According to the assessment of the Hai Duong Department of Construction, the quality of the houses after being newly built or repaired all meet the 3 criteria according to the guidance of the Ministry of Construction , with the majority of the houses having an area of over 30m2/house. Some households, with the cooperation of relatives, clans and the community, have rebuilt new houses that are more spacious and beautiful than the support level.
During the implementation of the program to eliminate temporary and dilapidated houses, many units and localities have deployed many creative models and effective methods.
Typically, the adjustment of related mechanisms and policies is reviewed and adjusted to suit the reality of each locality. This includes adjusting and increasing the level of support to help households improve their housing conditions.
Proactively resolve difficulties, especially problems related to land, such as land without legal documents, land use right certificates not yet granted, etc.
Establish software to manage the progress of removing temporary and dilapidated houses, thereby helping localities and relevant agencies to check the progress of implementation in each village and hamlet and control the support list, serving the monitoring and urging work.

Promote the spirit of "mutual love and support"
Mr. Luu Van Ban - Permanent Vice Chairman of Hai Duong Provincial People's Committee said that this is not only a key task in social security work, but also care for the lives of vulnerable groups in society such as: poor households, near-poor households, families with revolutionary contributions and relatives of martyrs.
The program has received widespread support from the people, with the participation and contributions of many organizations, individuals and families.
Armed forces, youth union members, and women have actively participated in supporting the transportation of materials and furniture, and in dismantling... to speed up the progress. It is estimated that more than 35,490 working days of the forces have participated in supporting the program to eliminate temporary and dilapidated houses throughout the province.

This shows that the spirit of "mutual love and support" has been strongly promoted in the community, creating solidarity and sharing with disadvantaged families.
The Steering Committees of districts/towns/cities have mobilized more resources from philanthropists, organizations and individuals to provide additional support to disadvantaged households. This is a strong point, demonstrating the consensus and cooperation of the whole community for the goal of social security and improving people's lives.
“The attention and prioritization of resources for the policy of eliminating temporary and dilapidated houses clearly demonstrates the province's viewpoint on socio -economic development associated with ensuring social security, caring for people's lives, especially those with revolutionary contributions, martyrs' relatives, poor households, near-poor households and people in difficult circumstances,” said Mr. Luu Van Ban.
In the period 2013-2024, Hai Duong province supported 11,675 houses (6,286 new houses, 5,389 houses repaired) with a total cost of more than 388.8 billion VND for people with revolutionary contributions and relatives of martyrs.
For poor and near-poor households, the whole province has supported more than 2,696 households (1,756 newly built houses, 940 repaired houses) with a total cost of more than 99 billion VND.
