The Tri An Hydropower Plant Expansion Project in Tri An Commune has 55 cases of land acquisition with a total area of 92.09 hectares/192 plots of land. Of which, Tri An Commune has approved compensation and support plans for 38 cases/66.9 hectares for 164 plots of land, accounting for 73% of the project's acquisition area. It is expected that all land acquisition decisions will be issued before October 15.

Immediately after the time for public posting of the plan ends, on November 4, Tri An commune will coordinate with the Vinh Cuu branch of the Land Fund Development Center and related units to organize a meeting with the people to get opinions on the compensation plan.
Specifically, before November 7, dialogue will be held for cases where compensation plans have not been agreed upon. Before November 8, the plan will be completed for appraisal and approval of compensation. Before November 15, the compensation plan will be appraised and approved. In November 2025, decisions on land recovery and enforcement of land recovery will be issued. At the same time, in December 2025, enforcement will be organized for cases where assets on land have not been handed over.
The commune proposed that the province direct relevant departments and branches such as Justice, Agriculture and Environment to guide and support the completion of legal documents, processes and procedures in case of compulsory enforcement and recovery of 28 plots of land with a total area of 25.18 hectares (if any). At the same time, it proposed to establish an inter-sectoral working group to support the locality in implementing the project, researching and supplementing support policies, ensuring housing and stabilizing the lives of affected people.
For the connecting road project leading to Hieu Liem bridge through Tri An commune, the total area of land recovered is more than 36 hectares/134 plots. Up to now, the counting work for 96 files/134 plots of land has been completed. Of which, 28 households have houses affected. Currently, the Vinh Cuu branch of the Land Fund Development Center is coordinating with the People's Committee of Tri An commune to disseminate and publicly post the decision approving the compensation plan, resettlement support, and send it to people whose land is recovered. It is expected that before October 15, the work of compensation and resettlement support payment (phase 1) for households will be completed.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha noted: Tri An commune should soon establish a complaint settlement team. In particular, the Provincial Inspectorate should soon support the commune in handling petitions to prevent hot spots related to the two projects being implemented. The provincial leaders also requested the leaders of Tri An commune to make a progress plan and set out specific goals to be implemented in order to soon complete the payment of compensation and resettlement support for households.
Regarding the establishment of a working group to support the implementation of the Tri An Hydropower Plant expansion project and the connecting road project leading to Hieu Liem Bridge, the Vice Chairman of the Provincial People's Committee requested Tri An commune to be proactive in handling situations within the local authority. In case of difficulties beyond the authority, the province will send officials or establish a working group to directly support the locality.
Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized: Any locality that is slow in progressing compensation work will be assigned to the Department of Home Affairs to review and handle responsibilities. At the same time, he requested departments, branches and localities to urgently review and respond to related recommendations to promptly remove obstacles.
Provincial leaders also noted that delays in compensation will directly affect the overall progress of the entire project, so there must be absolutely no indifference or lack of responsibility during the implementation process.
