(CLO) On November 26, the Steering Committee for Social Housing Development of Hai Duong province met to review the results of implementing social housing projects in the third quarter of 2024 and the implementation plan in the coming time.
According to the report of the Department of Construction, Hai Duong currently has 2 social housing projects under construction investment, including: Social Housing Project of the New Urban Area Project in the South of the city, with a scale of 336 apartments, expected to be completed and put into use before June 30, 2025; Ta Quang Buu Apartment Complex Project, Binh Han Ward, Hai Duong City is currently selecting a construction contractor.
There are 9 projects expected to start construction in the 2024-2025 period, including 3 projects in Cam Giang; 5 projects in Hai Duong City and 1 project in Chi Linh. The social housing land fund for project implementation has basically been invested in building technical infrastructure, and localities have received it to organize the implementation of detailed planning.

However, the progress of investment in many social housing projects is about 1.5 months behind the task assigned by the Provincial People's Committee. The main reason is that it takes a long time to select a consulting unit to adjust the planning. The State's preferential policies have not encouraged and attracted investors to participate in social housing development. The Provincial People's Council has not issued a mechanism to support the implementation of social housing projects as prescribed in Point g, Clause 2, Article 85 of the Housing Law.
To speed up the implementation of social housing projects according to the approved Social Housing Development Project of Hai Duong province for the period 2023-2030, at the meeting, Mr. Tran Duc Thang, Secretary of the Provincial Party Committee, requested a clear implementation roadmap for each specific project.
Accordingly, for 2 projects in Cam Giang district, namely the Social Housing Project in the new residential area of Cam Dien - Luong Dien commune, the Social Housing Project in the commercial and service area of Ghe, Tan Truong commune, the local planning must be adjusted before December 15, 2024, and investors must be selected in the second quarter of 2025.
The Social Housing Project under the Tan Truong Residential, Workers' Housing and Industrial Services Project must complete planning adjustments this November; investment approval in January 2025.
The 3 projects in Hai Duong City are the Social Housing Project of Lot 1-C2 of the Thai Binh River Ecological Urban Area Project (Ecoriver); Social Housing Project in Phu Quy Urban Area, Hai Duong City (Phase 1); Social Housing Project in Ngoc Chau Residential Area, must complete planning approval before December 15, 2024, and select investors in the second quarter of 2025.
2 social housing projects in Trai Bau residential area, Le Thanh Nghi ward (Hai Duong city) must start construction in May 2025. The social housing project in the Tan Phu Hung urban area expansion project requires investment policy approval this November and construction to start in January 2025. In particular, the Ta Quang Buu apartment project must start construction in December 2024.
