Why are the rest stops on the North-South Expressway not completed?

TPO - With only 5 months left until the deadline, the rest stops on the North-South Expressway in the East are still behind schedule. The management agency said that the reason for this is partly due to difficulties in policy mechanisms and changes in related legal regulations.

At the end of October 2024, the Ministry of Transport (now the Ministry of Construction ) approved the system of rest stops on the North-South expressway in the East from Lang Son to Ca Mau, with a total of 36 stations.

In March this year, Minister of Construction Tran Hong Minh requested that all stations must complete public service works before December 30, 2025, to ensure synchronous exploitation of the expressway.

However, according to the latest progress update of the Vietnam Road Administration (VRA), the progress of implementing some rest stops has not met the requirements. Specifically, for the 8 rest stops that have signed contracts since August 2024, only 2 are under construction, 3 are expected to be constructed this month, and 3 cannot be constructed due to lack of land.

Rest stops on the Eastern North-South Expressway are behind schedule.

For the 10 rest stops that signed monthly contracts in March and April this year, 6 have completed site clearance, the remaining 3 have only partially handed over the site, and 1 has not yet handed over the site. In addition, 3 rest stops must be re-bid to sign contracts by the end of this month, or next July.

In Notice No. 235 dated May 17, the Prime Minister requested 8 provinces, including Quang Tri, Quang Ngai, Binh Dinh, Khanh Hoa, Ninh Thuan, Binh Thuan , Dong Nai and Kien Giang to hand over the land for rest stops before May 20. However, up to now, these 8 provinces have not completed the site clearance work, leading to an impact on the implementation progress, especially at some stations that investors cannot access to survey and establish the project.

Regarding the reason for the stagnation in the progress of rest stops, the leader of the Vietnam Road Administration said that the investment in rest stops was determined by the Government in the form of socialization. However, the legal regulations on socialization are constantly changing and not yet complete. Therefore, there was a time when the bidding date for the stations was approaching but the "bidding notice and investor selection were still canceled" due to changes in legal regulations. Therefore, up to now, the work of signing contracts for 18 rest stops on the North-South Expressway in the East has only been completed.

Previously, most of the rest stops were handed over a portion of the land with a scale of a few hectares, along with the expressways when implementing investment and construction. However, in Decision No. 938 dated July 31, 2023 of the Ministry of Transport on approving the rest stop network on the North-South expressway in the East, the scale of the rest stops was increased from 3-5 hectares on each side. Therefore, the Project Management Boards and localities must carry out the additional site clearance procedures from the beginning according to the scale of the new station, which takes a lot of time, especially at a time when there are many changes in land regulations (Land Law 2024, the planning and land use plan at the district level must be adjusted to be eligible to carry out compensation and site clearance procedures).

On the other hand, changes in environmental protection regulations also partly affect the progress of rest stops.

In the coming time, to ensure the progress of rest stop projects according to the contract, the Vietnam Road Administration will strengthen the organization of inspections, work with localities and the Project Management Board, investors to remove difficulties and obstacles as well as synthesize and report to the leaders of the Ministry of Construction to meet and work with local authorities on site clearance work to complete in June according to the direction of the Prime Minister and the Minister of Construction.

The Vietnam Road Administration requires investors to improve service quality at temporary rest stops on the Eastern North-South Expressway, especially during the peak summer season this year.
