Implementing Decision No. 88/QD-TTg dated January 20, 2017 of the Prime Minister on strengthening the capacity to manage and effectively enforce the law on copyright and related rights protection until 2020, with a vision to 2025, in the past time, Hai Phong city has chaired and coordinated with relevant departments, branches, agencies and units to organize the implementation of many synchronous solutions and has achieved many positive results, contributing to improving the effectiveness of law enforcement on copyright, promoting creativity, and supporting local socio -economic development in the integration period.

During the process of exploiting and operating the Intellectual Property consulting and lookup point (IP Platform), the Center for Innovation and Application of Science and Technology under the Department of Science and Technology has arranged human resources to exploit, operate, consult, and support customers who need to lookup, provide information and services on intellectual property, consult on copyright and consult on related to Intellectual Property. In localities, cultural and judicial officers will be assigned to concurrently be in charge of the field of copyright and related rights.
From 2018 to 2021, Hai Phong city organized training courses on copyright and related rights with the participation of over 300 officials from departments, branches, units, localities, and press agencies. In 2022, the city organized a training course on the WCT/WPPT international treaty for officials of departments, branches, and businesses. The Department of Culture, Sports and Tourism has coordinated with the Department of Justice to compile a handbook on copyright questions and answers, leaflets to popularize the Law on Intellectual Property and guiding decrees; some communes have printed leaflets and hung banners themselves. Many in-depth articles have been posted on the website "Hai Phong City Law". Communication has been deployed synchronously: print newspapers, television, radio, electronic information portals, social networks, public bulletin boards and mobile loudspeakers.
In addition, in Hai Phong, the Vietnam Center for Music Copyright Protection (VCPMC) is a collective representative organization with many activities and contributions. The Center signs contracts with karaoke establishments, restaurants, bars, collects music royalties and distributes them to authors. The Department of Culture, Sports and Tourism has coordinated with VCPMC to organize inspections and request karaoke establishments to sign contracts; from 2018-2021, 351 establishments were requested, in 2022 it was 461 establishments and in 2024 it was more than 200 establishments to fulfill their obligations. This coordination is considered effective when the number of establishments violating the law has decreased sharply, with no complaints arising.
In particular, implementing Decision No. 3323/QD-UBND dated September 23, 2024 of the Chairman of the City People's Committee on inspecting the enforcement of the law on handling administrative violations in Hai Phong city in 2024; Inspection Team No. 1 under Decision No. 3323/QD-UBND dated September 23, 2024 conducted an inspection of the enforcement of the law on handling administrative violations in key, inter-sectoral areas; including the fields of publishing, printing and distributing publications, the People's Committees of districts: Do Son, Le Chan, An Lao and a number of People's Committees of communes, wards and towns in the area; results: during the inspection, 02 decisions on penalties were issued in this field, with a total fine of 33.75 million VND. Inspection Team No. 1 issued Report No. 59/BC-DKT dated March 18, 2025 to the Chairman of the City People's Committee.
However, to more effectively implement the law enforcement on copyright, the Department of Culture, Sports and Tourism of Hai Phong proposed: In the coming time, it is necessary to continue to improve the law, review and issue clear regulations on the authority to manage digital products; Arrange staff or allow specialized contracts to be signed in communes, wards and special zones; allocate separate funds for propaganda, training and inspection in the field of copyright and related rights; Organize specialized training courses for management staff; develop manuals and instructional videos; continue to promote press, radio and social media columns for propaganda; Develop an integrated database system on copyright registration and handling of violations; Apply AI technology to detect violations on the Internet; Upgrade IP Platform and online public services..../.
