During the historic autumn days, Hai Phong Port City became the focus of the whole country with an important event: the First City Party Congress, term 2025-2030. The event is a special historical milestone after the process of arranging, merging, streamlining the organizational apparatus and implementing the new two-level local government model.

First 9 months of the year - Maintaining the position of "locomotive" of the northern economy

In his closing speech at the Congress, Secretary of the City Party Committee Le Tien Chau emphasized that Hai Phong has strongly overcome challenges, continuing to affirm its role as an economic locomotive in the North. The impressive figures in the first 9 months of the year are the clearest evidence of this effort:

- The economy maintains high growth momentum: GRDP increased by 11.59%, ranking 2nd in the country

- Budget revenue increased by over 30.6% over the same period

- Attracting domestic investment is a highlight.

The fields of industry, services, trade and tourism have all seen positive developments, along with the focus on investment in strategic infrastructure. These achievements are the result of the efforts and overcoming difficulties of the entire City Party Committee, People's Council, People's Committee, Vietnam Fatherland Front, together with the Committees, Departments, branches, localities, each cadre, party member and worker, as recognized and praised by the City Party Secretary.

Based on the achieved results, the Hai Phong City Party Congress has identified key tasks and challenging goals for the last months of the year and the entire period of 2025 - 2030.

Determined to complete the growth target of 12.35%

At the Congress, Hai Phong City Party Secretary Le Tien Chau called on the entire city to mobilize maximum resources and resolutely implement to achieve the growth target of 12.35% in 2025. Although the workload is very large, we must still be determined to complete the year's tasks to create a solid momentum for the high growth target of the 2026 - 2030 period.

Accordingly, the entire Party Committee, government, socio-political organizations, and each cadre and party member need to be unanimous, work together, and act more decisively to overcome difficulties, remove bottlenecks, and make a breakthrough in the fourth quarter to complete and exceed the set goals.

Building a "local development" government

One of the core requirements set by the City Party Secretary is to continue to lead the improvement of the quality and efficiency of the two-level local government. In particular, focus on transforming the role of the commune level. The commune level is not only considered a "mere administrative level", handling administrative records and procedures, but must become a level "creating local development". This requires the grassroots government to proactively create a more favorable environment for both people and businesses.

Strategic Vision: Modern Port City

The First Congress of the Hai Phong City Party Committee is not only a place to summarize and evaluate, but also a place to outline a strategic vision for a new development period. The goal of “A modern, civilized Port City, an important driving force for the country” is not an empty slogan but the crystallization of specific and drastic actions. Thereby, it strongly conveys the message of solidarity, innovation and determination to break through.

Hai Phong is facing a golden opportunity to transform strongly, taking advantage of its geographical location, seaport and human resources to create a development push not only for the city but also for the Northern Key Economic Zone and the whole country.
