Looking back at the 2020 - 2025 term, the General Secretary assessed that we had to face many difficult, sudden, unexpected, and unprecedented challenges (Covid-19 pandemic, natural disasters, armed conflicts, strategic competition between major countries, changes in trade policies of some major partners...).
But under the leadership of the Party, with the support of the entire political system, the Government Party Committee, now the Government Party Committee, has demonstrated courage, solidarity, creativity, and determination in leadership and management, made breakthroughs in action, and achieved many bright spots in management.
Stable macro-economy, average GDP growth of about 6.3%/year, among the highest in the region. GDP scale increased from 346 billion USD in 2020 to about 510 billion USD in 2025, bringing Vietnam to 32nd place in the world, 4th in ASEAN; GDP per capita reached about 5,000 USD, 1.4 times higher than in 2021; inflation was controlled at 4%/year, ensuring major balances of the economy.
The administrative apparatus has been streamlined, the two-level local government model has initially operated more effectively. National defense and security potential has been consolidated and enhanced; foreign affairs and international integration have gone into depth, maintaining a peaceful and stable environment... This is the new foundation and driving force for the Party Committee to enter the new term.
The General Secretary highly appreciated the spirit of openness and frankness in "looking straight at the truth, correctly assessing the truth, and clearly stating the truth" regarding the shortcomings and limitations as stated in the report of the Government Party Committee. In particular, the macro economy still has potential risks, economic restructuring and improving growth quality are still slow; infrastructure is not yet synchronized, especially transportation, urban areas, health care, education, and digital infrastructure.
There are still many problems in the institutions and laws; decentralization, delegation of power and administrative procedure reform are not yet strong; the effectiveness of state management in some areas is still limited. The quality of human resources, especially in high-tech industries, does not meet the requirements...

In particular, the General Secretary noted that the Government must resolve difficulties and backlogs in remote areas and urban areas such as Hanoi and Ho Chi Minh City. The determination in this term must focus on resolving pressing issues such as traffic congestion, environmental pollution, and flooding in cities, including Hanoi and Ho Chi Minh City. According to him, these issues have existed for many years and many terms. Tomorrow (October 14), attending the Ho Chi Minh City Party Congress, the General Secretary said he will also raise this issue.

"Every time there is rain, every rainy season, people are very worried and anxious, not only affecting their lives but also affecting the general socio-economic development of the region and urban areas. Every year we have to deal with dozens of increasingly complex storms," said the General Secretary.
Recalling that we have recently faced more than 10 storms, General Secretary To Lam requested the National Steering Committee on Natural Disaster Prevention and Control and agencies to evaluate how effective the prevention and control work is, what needs to be innovated, and what needs to be done?
"Storms are unavoidable, but we must be proactive. Bridges, river and sea dykes must be built every year, but they cannot be sandbags. Just one storm and we have to start over. We need to have calculations on the scale to ensure they are solid, especially in areas where people are very worried every time a storm comes. The government must direct such things," the General Secretary requested.

In addition, the General Secretary also pointed out the limitations in personnel work, such as the situation where a number of cadres and party members, including committee members, are still limited in quality and capacity, and even violate discipline and the law. Inspection, supervision and corruption prevention work in some places is still formal and lacks uniformity...
Therefore, the congress needs to discuss frankly, clearly analyze the causes, have fundamental solutions and improve the effectiveness of the Party Committee and the Government's operations in the coming term, especially the work of directing and organizing the operation of the government apparatus - to complete as soon as possible so that we have "straight lines and clear paths" and now must "step steadily and firmly" into the new era.
The General Secretary pointed out that the world situation continues to evolve rapidly and complexly, with many epochal changes; opportunities and challenges intertwine, but the latter is greater. Our country is in a historic transition period with the operation of a two-level local government model...
"This is the time for us to seize the opportunity, take shortcuts using Vietnamese intelligence combined with the advanced knowledge of humanity, quickly establish a state of "strategic autonomy", make every effort to achieve and maintain a high and sustainable growth rate, and successfully implement the two 100-year strategic goals," the General Secretary emphasized, saying that the responsibility placed on the Party and Government is extremely heavy.

The General Secretary also emphasized 3 major requirements and 5 key tasks set for the Party and Government in the coming term. In particular, regarding personnel work, it is necessary to build a team of cadres and civil servants who are "talented, have vision, and have heart"; have strong political will, pure ethics, high responsibility, dare to think, dare to do, dare to take responsibility, dare to face difficulties and challenges. Shift from an administrative mindset to a service mindset; shift from "fulfilling all responsibilities" to "doing things thoroughly".
There are mechanisms and policies to motivate and protect cadres who dare to innovate for the common good; do not let state and government agencies become safe havens for the weak and those who are afraid of conflict.
Economically, we must maintain macroeconomic stability, control inflation, and ensure a large balance. The goal for the 2026-2030 period is to strive for double-digit growth and establish a new growth model... Consistently and resolutely implement the viewpoint of considering education and training as the "top national policy"...
In his response, Prime Minister Pham Minh Chinh emphasized that the General Secretary's speech helps us see more clearly the country's development orientation in the coming time, and more clearly define the Party Committee and Government's responsibilities before the Party and the people.
"We take responsibility for the pressing issues of the people related to environmental pollution, natural disasters, storms and floods, traffic congestion... and will continue to work with ministries, branches and localities to find breakthrough solutions," the Prime Minister emphasized, adding that in reality, projects and resources have been being developed to carry out these heavy tasks in the coming term.
