The Emulation and Reward Council of Hai Phong city has just decided to organize emulation clusters and blocks in Hai Phong city. Accordingly, 15 emulation clusters and 20 blocks will be organized in Hai Phong city.
Specifically, 114 communes, wards and special zones belong to 15 emulation clusters. 160 departments, branches, sectors, unions and units in the city belong to 20 emulation blocks.
Each competition cluster has 6 - 9 units. Each competition block has 5 - 11 units. See detailed information here
